i observed russo exit WonderLand Golf at approx 7:30 pm, headlights were off and subject was holding what looked like a tall plastic cup with a small umbrella in it while leaning his head out driver window. After following for 1/2 mi. decided to pull over on suspicion DUI - subject weaving across 3 lanes, appeared to vomit out window. On approach, subject attempted to exit vehicle , unable to stand, fell face first upon roadside. Informed he was under arrest for suspicion DUI, subject jabbed at arresting officer with paper cocktail umbrella (shouting something about windmills, Bases, and boooyas?). Subject taken to County Correctional for processing.
