First of all: CASCADE, CRIS and HOLLYWOOD have something in common, they are BOOKMAKING shops, not immigration services. Read the above post where I reply to Intuition Bet. IB's idea of a Consortium is simple, yet viable. And most of the offshore players would trust a society like the one proposed above, especially if this society was to be backed up by a reknown accounting firma, that could run audits on the members.
Once such an organism was to be created and had gained power as a legal entity, the next step would be to make pressure on the Costa Rican politicians. After all, "the one paying the band, chooses the music". Hopefully, such a position is soon to be attained. This would be the same exact principle you refer to with the following part of your post: "
