L.A. adopts day laborer rules for home improvement stores


The law could require such firms as Home Depot and Lowe's to build day-labor centers with shelter, drinking water, bathrooms and trash cans at new stores. Each site will be evaluated independently.

The Los Angeles City Council unanimously approved an ordinance Wednesday requiring certain home improvement stores to develop plans for dealing with day laborers who congregate nearby in search of jobs.

The ordinance mandates that proposed big-box stores obtain conditional-use permits, which could then require them to build day-labor centers with shelter, drinking water, bathrooms and trash cans.

Councilman Bernard C. Parks, who first proposed the ordinance four years ago, said that this was just the first phase and that he planned to address existing home improvement stores next. He said the businesses needed to be held accountable for their role in attracting day-workers.

The vote prompted a standing ovation by dozens of day laborers in the council chambers. The move came after years of debate and negotiations among city leaders, Home Depot officials and day-worker advocates over who should be responsible for public safety and nuisance issues created by workers gathered in parking lots and on sidewalks and street corners.

'This is an important day,' said Councilman Eric Garcetti. 'This is an example for the nation.'

Cities nationwide have taken different approaches to the issue. Some have tried to restrict where workers can gather, while others have built hiring halls.

Home Depot officials said they were disappointed by the L.A. council's vote and said they shouldn't be solely responsible for addressing the challenges presented by day laborers.

'This is a broader social issue that goes beyond Home Depot, and the solution is certainly more complicated than placing mandates on businesses,' said company spokeswoman Kathryn Gallagher.

Nevertheless, senior manager Francisco Uribe pledged to work with city leaders to address the issue.

Day-worker advocates praised the vote, saying the action would make it easier to build worker centers at home improvement stores. There are currently eight centers in the city, each run by a nonprofit organization.

'We welcome it,' said Pablo Alvarado of the Los Angeles-based National Day Laborer Organizing Network. 'We need it. The workers deserve it.'

Under the ordinance, stores making major renovations or additions could also be required to go through the conditional-use permitting process. The city plans to evaluate each proposed store independently. The city would have to make certain findings, including that there is an existing day laborer population in the vicinity, before requiring a company such as Lowe's or Home Depot to create 'operating standards' to deal with day-workers.

Stores would not have to make a plan if the city determined that there were not significant numbers of day laborers in the area or that they were not expected to generate increased trash or noise or impede traffic. The ordinance would apply only to stores of 100,000 square feet or more.

The issue is also part of the wider debate over illegal immigration.

Marvin Stewart, president of the Minuteman Project, said the ordinance was another example of how the city condones illegal immigration. 'All of this is flying in the face of what the city is supposed to be doing in terms of upholding the law,' Stewart said.

But Abel Valenzuela, a UCLA professor who has conducted extensive research on day laborers and supports the ordinance, said the city can expect to see even more such workers as the economy continues to falter. 'This isn't an immigration issue,' he said. 'This is a labor market issue.'

The ACLU said Oscar "Diana" Santander should be released while the government appeals an immigration judge's ruling in May that granted Santander asylum because she would be at risk of torture if deported to Mexico.
Santander, 42, came to California illegally in 1994 but was deported in 2001 to Tijuana, Mexico, across the border from San Diego. Her attorneys claim she was held for 72 hours and forced by Mexican authorities police to perform oral sex.
She returned to the U.S. in 2004 and was arrested in Los Angeles in 2007 for trespassing and prostitution. Santander then applied for asylum protection as a transgendered person.
She has been in U.S. Immigration and Customs Enforcement custody since April 2007.
"In the absence of the torture and persecution she would not have a separate basis to stay here," said Bardis Vakili, a San Diego lawyer who assisted with Santander's asylum claim.
ICE said in its appeal of the asylum grant that Santander is not eligible for asylum because she was once jailed in Mexico for robbery and is therefore considered an aggravated felon. Billboards Highlight Consequences of Illegal-Alien Smuggling

The Border Patrol has begun erecting billboards in Texas to remind commercial truckers that they are gambling with their livelihoods when they haul illegal aliens or drugs. The billboards, which are part of the Texas Hold ‘Em initiative, carry the blunt message: “Smuggle Aliens… Smuggle Drugs… Lose Your Commercial Driver’s License in Texas.”


The federal-state initiative, which was first announced in June, uses existing state laws to revoke the commercial driver’s licenses of truck drivers who are convicted of federal charges for smuggling illegal aliens or drugs. A toll-free phone line (800-343-1994) was established for tipsters and rewards are provided for information leading to felony smuggling convictions.
Since October, 2007, Border Patrol agents have intercepted more than 400 tractor-trailers in Texas containing over 1,800 illegal aliens. The Border Patrol is actively pursuing similar agreements with other states in an effort to expand the program nationwide.

President Bush's June 6, 2008 executive order that all federal contractors use E-Verify broadly expands the use of E-Verify throughout the country.
The E-Verify system is currently used by about 70,000 employers nationwide (with a thousand more signing on every week) and handles one of every eight new hires. The system automatically cleared 99.5 percent of the four-million-plus queries made so far this year.
Eleven states require their contractors to use E-Verify. All Congressional staff and federal agencies use the system and, soon, all federal contractors will be required to use it as well.
“Extension of E-Verify usage to Federal contractors is a logical choice given that Federal agencies and Congress already are required to use the verification system,” said NumbersUSA Executive Director Roy Beck.NumbersUSA would ultimately like to see E-Verify made mandatory for all businesses (as proposed in the SAVE Act), but this executive order is one of the most helpful actions President Bush can take towards that goal.

In our first Gut Check America vote, thousands of readers around the country rated illegal immigration as the issue of most concern for them. Among them was Gary Rutledge, a Tulsa, Okla., college professor who wrote about being involved in a traffic accident with an apparent illegal immigrant. Here is our report on what we found when we traveled to Tulsa to follow up on his story:

</TD></TR></TBODY></TABLE>TULSA, Okla. - “Our sovereignty is under direct attack,” warns a commanding voice emanating from a pool of light in the corner of an otherwise dark airplane hangar. Dan Howard, an airplane salesman by day, is in the middle of his weekly two-hour radio show titled Outraged Patriots, a nighttime broadcast devoted entirely to the topic of illegal immigration.
Howard, who charges that the U.S. government is failing in its duty to protect the country from a “silent invasion” by illegal immigrants, taps into a deep vein of anger and unease in this conservative south central city, where many longtime residents feel besieged by a recent wave of mostly Hispanic newcomers.
That rising tide of resentment is palpable in the city’s Latino community.

At Plaza Santa Cecilia, a mall filled with Latino shops in East Tulsa, business is down as much as 40 percent, vendors say.
“It’s very quiet,” said Edith, a 17-year-old shopkeeper who didn’t want to give her last name. “Everyone is staying home because of this immigration stuff.”
The tensions of Tulsa mirror those in many other U.S. cities that have experienced sharp increases in Hispanic immigration in recent years. But other factors are at work here as well.
City on the leading edge
Tulsa is on the leading edge of local and state efforts to crack down on illegal immigration following passage by the Oklahoma Legislature of what is arguably the toughest anti-illegal immigration measure in the nation. The Tulsa City Council also embraced the get-tough approach by adopting a resolution calling on police officers to check the immigration status of “all suspected illegal aliens.”
Those actions have sparked a fierce political battle, spread fear among Hispanics — both legal residents and those in the country illegally — and triggered an angry public face-off between demonstrators on either side of the great divide.
Among the longtime residents shaken by the changes engulfing his city is Gary Rutledge, an MSNBC.com reader who said the demographic shift took his family and friends by surprise.
“It’s happened so quickly and our neighborhoods have changed so rapidly,” said Rutledge, a political science professor at nearby Rogers State University.
In East Tulsa, just across the main thoroughfare from his comfortable brick home, the broad avenues are now peppered with signs in Spanish and malls catering to Latino shoppers — offering everything from soccer wear and piñatas to check cashing services and Latin pop music.
“That whole part of the city has become a miniature Juarez or Tijuana or whatever you want to call it,” said Rutledge.
Like many longtime residents, Rutledge is quick to say that he is not opposed to immigration by legal means. But he says he objects to being unwillingly taken over by another culture as the result of unchecked illegal immigration.
“I’m very concerned that this last wave (of immigrants) has no interest in becoming Americanized,” he said.
Fallout from federal inaction
It was Rutledge’s story of a car crash involving an apparent illegal immigrant that led MSNBC.com to Tulsa. But when we arrived we encountered a bigger pileup: the chaotic fallout of a federal framework that neither prevents illegal immigrants from entering the U.S. to work nor provides a way for them to gain legal status.
That Catch -22 has forced local jurisdictions like Tulsa to seek their own solutions to the explosive and complex issue.
“Increasingly, because there’s no consistent federal law, states and cities are cobbling together immigration laws on their own,” says Sheryl Lovelady, assistant to Tulsa Mayor Kathy Taylor. In Tulsa, Lovelady said, such laws “have caused a lot of confusion, inconsistency and fear, mainly in the Hispanic community.”

Tulsa, a city built on oil some 500 miles from the Mexican border, has a population of just over 380,000, including about 40,000 Latino or Hispanic residents, according to 2005 Census estimates. The pace of Hispanic immigration has been quickening, and local newspapers and politicians believe the number is now closer to 50,000.

Gary Rutledge, a political science professor who lives in Tulsa describes a traffic accident that focused his attention on the issue of illegal immigrants in his community.

He and his wife were waiting in their pickup at a traffic light one evening when they were hit from behind by a vehicle traveling about 30 miles an hour. They were not badly hurt, only stunned.
More shocking, though, was what they heard from the police officer who responded to the accident: The other driver, a young Hispanic man, did not speak English, did not have a driver’s license or insurance. The officer suspected the man was an illegal immigrant, Rutledge said, but he did not check his immigration status because such inquiries weren’t allowed in misdemeanor cases.
Before taking the other driver to jail, Rutledge said, the officer told him he should just go home and forget about it.
‘There's not much to be done’
“He said, ‘We do a lot of this kind of thing and we can tell you that there's not much to be done about it,’” Rutledge recalled.
It’s not clear what happened to the suspect after that. Tulsa police were not able to locate an accident report on the incident.
But officers said that the maximum penalty the man could have faced for driving without a license, a misdemeanor, would be 30 days in jail. Driving without insurance is only a ticketable offense.
Rutledge said he was floored by the experience. Not only would his own insurance company have to absorb the cost for repairing his truck, but the other driver was soon going to be back on the streets.
“It was … a feeling of helplessness,” he said. “There's no recourse, there's nothing to do.”
Rutledge began comparing notes with friends and family and found that many had a similar story with a similar outcome. That got him thinking about the bigger picture.
“I think that when someone comes in this country illegally, it starts a tradition or culture,” he said. “You come in illegally; everything you do from that point on is illegal. And so it's almost impossible to get a driver’s license or insurance so you just start breaking one law after another. I think it’s seductive. I think after a while ... you don't pay too much attention to rule of law that this country was established on.”

U.S. Hospitals Take Mexican Drug Casualties

Mexico's war on drugs is costing American taxpayers big bucks, as the U.S. government is bringing Mexican casualties from the conflict to hospitals north of the border and paying for medical treatment.

According to The Los Angeles Times, El Paso’s Thomason Hospital has treated 28 victims of the Mexican drug war this year, at a cost of about $1 million. The costs are not confined to medical treatment. With the border area becoming a battle zone where drug gangs, seeking to finish the job by pursuing their victims even into hospitals, Thomason has had on occasion been turned into an armed camp.

The Times reported that on three occasions this year, the hospital was placed under maximum security, with local law enforcement providing additional protection for patients, visitors, and employees at the hospital.

Being the only hospital within a 280-mile radius that offers offer state-of-the-art trauma care, Thomason, the Times reported, has become an unwilling treatment center of choice for law enforcement officials and others in the vicinity wounded in Mexico's bloody drug turf battles.

More than 2,000 people have been killed this year, and more than double that number in the 20 months since President Felipe Calderon began deploying 40,000 troops across the country to crack down on narcotics trafficking, the Times recalled.

"We have not accepted these patients. They are brought here. We are mandated by law, federal law, to provide care, a medical assessment and treatment," James Vilenti, Thomason hospital's president and CEO, told KFOX-TV.

Although Valenti said the Mexican government is reimbursing the hospital for most of the patients they send to the U.S., he called on the government for change.

"We need the help of all of our elected official on all levels of the United States to help turn the tide of violence in Mexico and the violence in Juarez. This is a trend that is disturbing. It is a trend that we need to bring attention to so we can get help from federal and local agencies," he said.

El Paso County Sheriff Santiago "Jimmy" Apodaca told the Times he does not like having to pay deputies overtime to guard the hospital when a patient requiring security is brought in. But he has to ensure the safety of El Paso, which was named the second-safest city in the U.S. last year in an independent ranking of cities with more than half a million people. He added that he sees little reason to worry that drug war violence would cross the Rio Grande. But he is taking no chances.

"Bordering on Juarez, the most violent city in Mexico and one of the most violent cities anywhere besides Iraq, you're always vigilant," Apodaca said. "But those people [hit men] down there know who they're after, and they know how to get them."

Valenti, Ron Acton, the hospital’s Board of Managers chairman, and County Commissioner Veronica Escobar have traveled to Washington, D.C., to meet with Rep. Silvestre Reyes, D-Texas, and leaders from Immigration and Customs Enforcement, Customs and Border Protection and the Department of Homeland Security to discuss the issue of people injured in Mexico crossing the border to receive treatment at the hospital, according to the El Paso Times.

IT TAKES A VILLAGE -- Chain Migration Puts Nearly Everybody In Line To Overwhelm U.S. Communities

As soon as we take a single skilled immigrant from a developing nation, around 17 different families may be put in line to follow because of our reckless Chain Migration policies.
Our immigration policies literally "take a village" every time a new Anchor Immigrant is admitted to this country.
Fortunately, our immigration policies do have a few boundaries and delays that keep the whole village from entering our U.S. communities immediately. But every one of the members of those 17 families begins to consider future immigration to the U.S. as an entitlement. And because of that, millions don't wait for their turn, instead settling in the U.S. illegally to wait for the greencard that they believe is rightfully theirs.
THE 'ANCHOR IMMIGRANT'

Our U.S. population is exploding -- consigning more and more of us to heavily congested, heavily regulated lives -- because of high immigration numbers, which have snowballed because Congress insists on continuing Chain Migration.
Because of Chain Migration, every immigrant we allow into the country because he/she brings a special skill, education or experience becomes an Anchor Immigrant.
That is, if officials determine that an employer can't find an American to fill a job and allow the importation of a foreign worker, that worker becomes an anchor in the U.S. for vast numbers of other people from his/her home country.
One problem for the United States is that only the Anchor Immigrant is supposed to be picked on the basis of serving the national interest.
All the other immigrants attached to that Anchor through Chain Migration get to come without any regard whatsoever to their education, skill or humanitarian need.
ONE ANCHOR CONNECTS TO 17 FAMILIES

My "17-Family Chain-Migration Village" example is not close to the worst possible scenario but it is a nightmare that is not uncommon.
Here's the scenario:
  • Consider a typical Anchor Immigrant who comes from a developing nation and has three adult siblings. All of them come from one family. As soon as the Anchor Immigrant is accepted, all those siblings know that the Anchor Immigrant can put them in line for immigration once he/she becomes a U.S. citizen. Mentally, that one whole family is now in line to come to America.
  • But there are many more families who mentally get in line, too. The Anchor's spouse, plus each of those three siblings' spouses will be eligible. That makes five families now in line (the original plus the families of the four spouses).
  • In every one of those families are their own siblings, minor children, parents, etc. This is getting to be quite a crowd of people who suddenly see their future as possibly being in the U.S. That makes five families involved now (the original and the four spouses' families).
  • Now, consider the siblings of those four spouses. That would be 3 siblings multiplied by the 4 spouses, equalling 12 more adults, all of whom potentially have their own spouses! Potentially, each of those 12 spouses of the siblings of the spouses of the Anchor's siblings is from a different family.
  • Now, you have those 12 families, plus the Anchor's family, plus the families of the four spouses of the three siblings of the Anchor. That potentially adds up to 17 families that immediately can know that they are in a chain that eventually can have a chance to immigrate to America. And all of that happens the minute our government decides to give a permanent work permit to a single foreign worker.
An Anchor Immigrant immediately creates chains of expectation into possibly 17 different families.
You can imagine how a village or urban neighborhood can quickly have most of its residents seeing that their future is in the United States. Not only does this build huge pressures for more migration and more population growth in the U.S. but it saps whole villages and neighborhoods of the will for self-improvement.
Why will people pour themselves into bettering their own communities when they believe their future lies living in America? And, of course, the chain migration does not end with those 17 families. Our rules are set up so that every Chain Immigrant also becomes an Anchor Immigrant, making it possible for every relative to get in line to come to the U.S.
The only solution is to end the Chain Migration categories entirely. (See our pages on the legislative solutions.) That means limiting each Anchor Immigrant to bringing a spouse and minor children. No adult children, siblings or parents.
The Anchor Immigrant can easily visit his/her relatives annually (or more often) and can be in constant communication by phone, internet and postal mail. Chain categories must be ended if we are to avoid the nightmare of 439 million U.S. population in 2050 as projected by the Census Bureau.
CONGRESS THREATENING TO ADD 550,000 MORE 'ANCHOR IMMIGRANTS' NEXT YEAR

Sen. Menendez of New Jersey is blocking the re-authorization of E-Verify (to keep illegal aliens out of jobs) until Congress agrees to add 550,000 additional Anchor Immigrants next year.
At the moment, the leadership of both Senate and House are seriously considering trying to pass the 550,000 increase in Anchor Immigrants.
Powerful media like the Los Angeles Times and New York Times are lobbying hard for more Anchor Immigrants.
Unless the American people themselves become fully aware of the dangers of Chain Migration and the concept of the "17-Family Chain-Migration Village," the Big Business and Big Media lobbyists are likely to multiply the chain migration nightmare many times again.

Roy's example of the 17-family migration chain that was generated by a single
H-1b visa recipient is not so far-fetched as it may seem. The geometric increase in immigration that is made possible by chain migration has the power to rapidly and permanently change almost any community.
This process has transformed communities that I have known since childhood into alien enclaves. How that happen? Worker visas plus chain migration.
Did any industrialist or government official ask the residents of my old neighborhood if they wanted such a radical transformation? Did the idea even occur to them?

This story is no exaggeration. I spoke once to a colleague who was an anchor immigrant, and I was amazed to discover that through the magic of chain migration he has brought his entire extended family to this country in a short time. This immigration entree is understandably highly coveted In Third World countries. My colleague gained enormous status in his family for having brought this horde of people to the U.S., but he had also been under very great family pressure to do it. I got the feeling that even he might have preferred that chain migration be more restrictive.

Chain migration needs to end before America self destructs. I don't understand why ICE releases illegals pending hearings for humanitarian reasons when they are arrested. How many acutally go to court? My guess is slim to none. I am not heartless, but if these people are worried about being separated from their family, then they and their whole family needs to go. Frankly they shouldn't have been here to begin with. So again, it is a type of reward for illegal activity and it not only rewards them, but their spouse and children and who knows how many other family members. If we continue to bring in an unchecked population from a third world country, we will become a third world country, and that's what's happening. Our government seems to regard Mexico as an extension of the US and it certainly is not. We have had tainted food, we have had drugs and crime brought inand we have had our language and culture all put at risk. If we want to help a third world country, we need to help the country, not take in the population of their country. Ultimatley we will become what comprises our population, and it scares me to death. Judge: ‘English-only’ policy didn’t create ‘hostile environment’

Marten said this afternoon the Catholic Diocese of Wichita’s policy requiring students to speak only English while at school did not rise to the level of a "hostile educational environment."
The lawsuit sought an end to the English-only policy, which Marten denied.
The judge called the policy’s implementation "one-sided" but said there weren’t enough instances of it being applied to have hampered the learning environment at St. Anne Catholic School.
"This is a sad day for everyone," Marten said. "There's not a single person who ought to feel good that we are in here dealing with these issues.
"If anyone thinks they're going to walk out of here thinking they won anything, they don't understand this case or either side of the issues."
He chastised the families and school and diocese leaders for bringing the case to court, saying both sides could have worked together to find a better solution.

<!--END STORY CREDIT/RSS--><!--STORY CONTENT-->EL PASO — A drug runner shot in the buttocks as he fled two Border Patrol agents in 2005 was sentenced Wednesday in El Paso federal court to 114 months in prison, roughly the same punishment meted out to the agents against whom he testified two years ago.
Osvaldo Aldrete Davila, a 27-year-old marijuana smuggler from Mexico, was the star witness in the prosecution and eventual conviction of agents Ignacio “Nacho” Ramos and Jose Alonso Compean, and his case has become a defining moment in the career of U.S. Attorney Johnny Sutton.
In court Wednesday, Aldrete bowed his head and bounced nervously as he told U.S. District Judge Kathleen Cardone, “I'm very sorry for all of this.”
Aldrete was shot during a botched drug run on the border near El Paso while being pursued by Ramos and Compean, who were convicted in the shooting and cover-up that followed in a prosecution in Cardone's court. She sentenced them to 11 and 12 years, respectively.
Defense lawyers for the two argued during the trial that the fact that Aldrete was caught delivering a load of marijuana after he was shot should have been told to jurors. An appeal, denied last month by the 5th U.S. Circuit Court of Appeals, was based partly on that suppression.
Gaining celebrity in the months well after their convictions, Ramos and Compean have since become part of the vocabulary of a larger debate over illegal immigration from Mexico and have been cast as martyrs by a range of anti-immigration political activists and elected officials, including CNN's Lou Dobbs and U.S. Rep. Tom Tancredo, R-Colo.
Sutton faced their wrath for supposedly coddling Aldrete, who has been in custody since last November. In interviews defending the case before Aldrete's arrest, Sutton maintained that he'd go forward when the time was right.
Speaking Wednesday, Sutton said: “This is something I've said for a long time. When we have probable cause and admissible evidence against Mr. Aldrete, we bring (the case).”
Facing criticism, and even some threats, herself for her rulings on Aldrete was Cardone. Federal sentencing guidelines could have directed her to a punishment of as little as 46 months for the four drug counts Aldrete had pleaded to in April.
Instead, apparently surprising his lawyer Ruben Hernandez, Aldrete was sentenced to nine and a half years in prison and 10 years of supervised release. Hernandez had argued for leniency because Aldrete had a family, and, in part, because of the wounds he received during his shooting.
Prosecutor John Gibson countered that Aldrete had “engaged in the criminal conduct while he had that wound,” and said that Aldrete was central to a drug-running ring that in 2005 delivered hundreds of pounds of marijuana.
For his part, Aldrete told the judge that he only continued to haul the drugs because the dealers for whom he was working on the botched first run had threatened to harm his family and demanded that he make up for the lost load.
Standing in the courthouse atrium, Monica Ramos, 36, wife of Ignacio Ramos and mother of his three children, said she took no joy in the verdict, however harsh.
“I don't consider this a victory,” she said. “It's sad.”
She referred to the mother of Aldrete's three young children.

Companies Seek U.S. Workers Through Recruiters After Raids

In the wake of the Postville, Iowa enforcement action at Agriprocessors, Inc, where almost 400 illegal aliens were arrested, the company turned to labor recruiters to find legal workers in the U.S. to fill the void, the Associated Press reports. One domestic recruiter, Jacobson Staffing, recruited about 900 temporary workers for Agriprocessors and ran all of the new hires through E-Verify to make sure they are authorized to work in the U.S.


The Postville experience proves a point – when unscrupulous employers are forced to look for legal workers -- both native-born and legal immigrants -- they can turn to recruiters to find them. There is a vast pool of available legal, less-educated workers – some 23 million according to Department of Labor figures – who are waiting for the opportunity to be drawn back into the labor market. Recruiters who employ the right techniques can match up the right workers with the right company.
Companies like Agriprocessors didn’t use domestic recruiters in the past; they established their labor supply lines through word-of-mouth and family connections (that turned out to be mostly illegal-alien networks). When the raid occurred, Agriprocessors hired a recruiter that, among other things, searched homeless shelters in Texas for potential workers. These techniques didn’t pan out and the workers were sent back home.
Then the company hired St. Louis-based Jacobsen Staffing, which started by running local newspaper ads and finding as many workers as possible in the local labor pool. Jacobsen subsequently hired more recruiters, expanded the search geographically, and partnered with other recruiting firms. Agriprocessors hired another firm, Bravo Labor Agency, which recruited about 200 workers using other techniques. Bravo, which is based in McAllen, Texas, also sends workers to sugar cane fields in Louisiana, dairy farms in Maine and grain silos in South Dakota.
With the recent spike in enforcement activities, more companies are being forced to rely on recruiters in the desperate search for workers after a raid. There is no reason why the use of recruiters should be limited to such circumstances, however. Some open-borders employers constantly complain that they need more foreign workers. Have they truly tried to exhaust other options, given that there are tens of millions of work-authorized people who are not currently working?
When Congress passes the SAVE Act, which will eventually require all employers to verify work eligibility, many more of these domestic recruitment companies will rise up to fill the need. We’re already seeing that happen.

They knew they were here illegally but decided to take the risk, hoping for better than what they left behind. They got jobs, rented homes and built lives in Chattanooga. For a while, the risk paid off. Then, one morning four months ago, their luck ran out. On April 16, supervisors at the Pilgrim’s Pride plant called some employees to a meeting in the cafeteria. “Someone stood in front of us and introduced himself (in English),” said 28-year-old César Mazariegos, who was arrested in the raid. “As soon as he said the word ‘immigration,’ we all stared at each other. We knew what that meant. Immediately after, we were surrounded by agents carrying weapons.” Since the raid, dozens of Chattanooga families have faced financial hardship and the harsh reality of being caught as illegal immigrants, a reality that can include jail, monitoring bracelets on ankles, lawyers, federal judges, deportation, even the fracturing of a family. http://www.fightpc.net/showthread.php?t=6481

<!-- End /PubSys/Story/MediaBox/MediaBox.comp --><!--endclickprintexclude-->WASHINGTON — Congressional candidate Jack Davis, in a speech earlier this year, warned that increasing immigration from Mexico could lead to a new civil war between northern states and Mexican-influenced Southern states that may want to secede from the United States.
“In the latter part of this century or the next, Mexicans will be a majority in many of the states and could therefore take control of the state government using the democratic process,” Davis said in the speech. “They could then secede from the United States, and then we might have another civil war.”
A supporter of one of Davis’ rivals for the Democratic nomination in the 26th district, Jon Powers, posted the video to YouTube. The Powers campaign alerted The Buffalo News to the Davis video.
The YouTube video is labeled as a speech Davis gave at the Center for Inquiry in Amherst on Feb. 1, but a center press release indicates that he spoke there on March 19.
No matter when he spoke, Davis could not have made his point of view on Mexican immigrants any clearer.
“They have an allegiance to Mexico, where they were taught the U. S. fought an unjust war with Mexico and took this territory,” Davis said. “They believe the territory of these states belongs to Mexico.”
Davis did not name specific states that might be prone to succession.
But he appeared to be referring to Texas — which seceded from Mexico, briefly became an independent republic and then joined the United States — and the territories Mexico lost as a result of the Mexican-American War of 1846-48. California, Arizona, Nevada, Utah, New Mexico and much of Colorado were all once Mexican territory, only to become U. S. states after the war.
Asked this week about his speech, Davis said he no longer believed Southern states would be prone to leaving the union in order to assert Mexican control over what is now U. S. territory.
“I think they’ll do it without a civil war,” he said. “They’ll take control of the state governments and start voting themselves anything they want.”
The video of the Davis speech was posted to YouTube on April 14 by Robert Harding, a blogger at the Albany Project blog who supports Powers. He said the video was provided to him by someone who attended the speech.

Powers’ campaign manager, John Gerken, said the speech was very telling.
“I think Jack Davis’ rant says it all: He thinks we are going to go to war with California and Arizona,” Gerken said. “This is probably why his handlers won’t let him debate and hide him from the press.”
Alice Kryzan, an environmental lawyer who is also running for the Democratic nomination to face Republican Christopher Lee in the race to replace retiring Rep. Thomas
M. Reynolds, R-Clarence, was equally critical of Davis.
“Many of these comments are wrong and offensive,” she said. “We should address our illegal problems thoughtfully, not by demonizing anyone.”
Meanwhile, a top official at the National Council of La Raza, the nation’s leading Hispanic organization, termed Davis’ comments “extremely offensive.”
“He’s feeding an environment of intolerance that doesn’t distinguish between legal and illegal immigrants,” said Clarissa Martinez, director of immigration and national campaigns for the organization. “He’s presenting our whole community as invaders — people who want to take over the country.”
In fact, Davis in his speech, said: “Our country has been invaded, occupied and settled by 10 million illegal aliens.”
Davis issued a statement Friday, trying to clarify his earlier comments.
“My remarks at the Center were designed to bring urgency to the conversation,” he said in the statement. “I believe passionately in protecting our homeland and securing our borders. If my language was hyperbolic, the danger it described certainly is not.”
In the Thursday interview where he discussed the speech, Davis said he didn’t recall everything he had said in the speech.
But among the topics he discussed in the speech was his solution for the illegal immigration problem.
“I think building a double wall long the southern border is the least expensive long-term solution to maintaining the heritage of our fathers,” Davis said in the speech on YouTube.
Davis, a 75-year-old Akron industrialist who has vowed to spend $3 million of his own money on the congressional race, plans to stay on the ballot in November — on his new “Save Jobs and Farms Party” line — even if he loses the Democratic primary.
Many Western New York farmers rely on migrant workers from Mexico to bring in the crops.
After hearing quotes from Davis’ speech, John Lincoln, the president of the New York Farm Bureau, said: “The farmers overall would be really concerned about his statement.”
Told what Lincoln said, Davis replied: “He’s not a regular farmer. He’s one of these big guys . . . I’d call him a multinational farmer.”
Lincoln, 70, is a dairy farmer with 200 head of cattle in Bloomfield, a village of 1,258 in Ontario County, southeast of Rochester. Asked if he had ever met Lincoln, Davis said he had not.

"We are a nation of immigrants, but we are also a nation of laws. The Bush immigration policy is a disaster and the American taxpayers are on the hook for it. "In my view, American immigration policy must:
"Secure our borders.

"Require the people already here to learn English, pay taxes and get in line for citizenship at their own expense.
"It's not practical to deport millions of people, but we can't reward or encourage further illegal entry into the United States with special rights or privileges.
"Corporate greed creates the demand for cheap labor which draws immigrants from across our borders and hurts law-abiding American workers. Corporate lobbyists and PAC dollars have too much power in Washington, and they have silenced meaningful reforms that would protect American workers. "Well, their money doesn't impress me and I won't take a dime. There is a safe and sane solution that puts employers and labor on the same side of the law, and we must work together to find it, without undue influence from special interests.

"Our broken borders, unsecured ports, and lack of effective inspection and enforcement, jeopardize the prosperity and security of Americans every single day. Until we fix it, we are vulnerable to another attack like we had in 2001 or worse, and American workers and their families will continue to suffer."
