Tomorrow's vote would grease the wheels for trade negotiators (not Congress) to freeze in place policies that allow corporations to replace Americans with guest workers

Jessica Vaughan of the Center for Immigration Studies explains why tomorrow's vote is criticalto protect American workers:
"Our current visa rules allow foreign-owned labor contractors who 'trade in services' to bring in hundreds of thousands of foreign guestworkers each year. These rules, which the president's trade negotiators would like to freeze in place, have permitted employers to replace some of their U.S. workers with foreign guestworkers, not because the guestworkers have better skills, but because they are cheaper (see the testimony at a recent Senate Judiciary committee hearing)."
We all know how this plays out in the IT industry at places like Disney, but "fast track" would impact workers far beyond the world of high-tech:
"One of the treaties being negotiated by President Obama's team is known as the Trade in Services Agreement (TiSA). The contents were secret until it was obtained by Wikileaks. The documents reveal that the administration hopes to greatly expand access for foreign workers in dozens of occupations including engineering, veterinary medicine, management consulting, construction, waste disposal, hotel and restaurant work, transportation, and recreation. This is not just about computer programmers and nurses; TiSA would facilitate the movement of unlimited numbers of skilled and unskilled workers from participating countries."
Senators vote tomorrow on the motion to proceed to TPA ("fast track"), H.R.2146, that would authorize the president to negotiate changes to existing immigration law in free trade agreements.

After you call your Senators, share Vaughan's piece online.

[h=2]NEW YORK (AP) — Republican presidential candidate Donald Trump stood firm Monday on his description of Mexican immigrants as criminals.[/h]The businessman, under fire from critics in and out of his party, issued a lengthy statement refusing to back off comments he made in the speech launching his presidential bid last month. In it, he called Mexican immigrant criminals and rapists, prompting several businesses, including NBC, Univision and Macy’s, to cut ties with Trump.
In his new statement, Trump said “the Mexican government is forcing their most unwanted people into the United States” and claimed that in many cases, they are “criminals, drug dealers, rapists, etc.”
He said later Monday, during a charity golf tournament at one of his courses, that his standing in some polls is proof that many Americans share his views.
“I think the polls are a testament,” said Trump, one of more than a dozen Republicans running for president. “In the old days, they used to use a term, `the silent majority.’ We have the silent majority back, folks.”
Polls this early in the race tend to reflect name recognition more than depth of support for a candidate and few in the GOP regard Trump, a well-known TV figure, as a serious presidential contender despite poll standings that may be good enough to qualify him to be in the first GOP debate. Debate guidelines provide for the top 10 candidates in national polling to participate.
One major brand that has not cut ties with Trump is the New York Yankees. The team’s co-chairman Hank Steinbrenner, who organized the charity golf tournament at Trump’s new course in the Bronx, said the real estate developer is “a loyal friend and I am loyal to my friends.”
Trump’s full statement reads:
I don’t see how there is any room for misunderstanding or misinterpretation of the statement I made on June 16th during my Presidential announcement speech. Here is what I said, and yet this statement is deliberately distorted by the media:
“When Mexico (meaning the Mexican Government) sends its people, they’re not sending their best. They’re not sending you (pointing to the audience). They’re not sending you (pointing again). They’re sending people that have lots of problems, and they’re bringing those problems to us. They’re bringing drugs. They’re bringing crime. They’re rapists. And some, I assume, are good people! But I speak to border guards and they tell us what we’re getting. And it only makes common sense. They’re sending us not the right people. It’s coming from more than Mexico. It’s coming from all over South and Latin America, and it’s coming probably from the Middle East. But we don’t know. Because we have no protection and we have no competence, we don’t know what’s happening. And it’s got to stop and it’s got to stop fast.”
What can be simpler or more accurately stated? The Mexican Government is forcing their most unwanted people into the United States. They are, in many cases, criminals, drug dealers, rapists, etc. This was evident just this week when, as an example, a young woman in San Francisco was viciously killed by a 5 time deported Mexican with a long criminal record, who was forced back into the United States because they didn’t want him in Mexico. This is merely one of thousands of similar incidents throughout the United States. In other words, the worst elements in Mexico are being pushed into the United States by the Mexican government. The largest suppliers of heroin, cocaine and other illicit drugs are Mexican cartels that arrange to have Mexican immigrants trying to cross the borders and smuggle in the drugs. The Border Patrol knows this. Likewise, tremendous infectious disease is pouring across the border. The United States has become a dumping ground for Mexico and, in fact, for many other parts of the world. On the other hand, many fabulous people come in from Mexico and our country is better for it. But these people are here legally, and are severely hurt by those coming in illegally. I am proud to say that I know many hard working Mexicans—many of them are working for and with me…and, just like our country, my organization is better for it.
The Mexican Government wants an open border as long as it’s a ONE WAY open border into the United States. Not only are they killing us at the border, but they are killing us on trade … and the country of Mexico is making billions of dollars in doing so.
I have great respect for Mexico and love their people and their peoples’ great spirit. The problem is, however, that their leaders are far smarter, more cunning, and better negotiators than ours. To the citizens of the United States, who I will represent far better than anyone else as President, the Mexican government is not our friend…and why should they be when the relationship is totally one sided in their favor on both illegal immigration and trade. I have pointed this out during my speeches and it is something Mexico doesn’t want me to say. In actuality, it was only after my significant rise in the polls that Univision, previously my friend, went ballistic. I believe that my examples of bad trade deals for the United States was of even more concern to the Mexican government than my talk of border security.
I have lost a lot during this Presidential run defending the people of the United States. I have always heard that it is very hard for a successful person to run for President. Macy’s, NBC, Serta and NASCAR have all taken the weak and very sad position of being politically correct even though they are wrong in terms of what is good for our country. Univision, because 70% of their business comes from Mexico, in my opinion, is being dictated to by the Mexican Government. The last thing Mexico wants is Donald Trump as President in that I will make great trade deals for the United States and will have an impenetrable border–only legally approved people will come through easily.
Interestingly, Univision has just announced they are attempting to go public despite very poor and even negative earnings, which is not a good situation for a successful IPO or high stock price—not to mention that I am currently suing them for breach of contract. Remember, Univision is the one who began this charade in the first place, and they are owned by one of Hillary Clinton’s biggest backers. After the speech was made, there were numerous compliments and indeed, many rave “reviews”—there was very little criticism. It wasn’t until a week after my announcement that people started to totally distort these very easy to understand words. If there was something stated incorrectly, it would have been brought up immediately and with great enthusiasm.
The issues I have addressed, and continue to address, are vital steps to Make America Great Again! Additionally, I would be the best jobs President that God ever created. Let’s get to work!

[h=1]At Trump hotel site, immigrant workers wary[/h]

Workers leave the site of the future Trump International Hotel, which is at the site of the Old Post Office Pavilion in Washington. (Matt McClain/The Washington Post)
By Antonio Olivo July 6
For weeks, dozens of construction workers from Latin America have streamed onto the site of the Old Post Office Pavilion in downtown Washington and taken pride in their work building one of the city’s newest luxury hotels.
But that job site is now laden with tension after the man behind the project — billionaire developer Donald Trump — put himself at the center of the nation’s debate over illegal immigration.
[Democrats cheer as Donald Trump surges in the polls]
Trump garnered headlines — and prompted several business associates to sever relations with him — when he launched his bid for the Republican presidential nomination last month with a controversial description of drug dealers and “rapists” crossing the border each day into the United States from Mexico.
But a Trump company may be relying on some undocumented workers to finish the $200 million hotel, which will sit five blocks from the White House on Pennsylvania Avenue, according to several who work there. A Trump spokeswoman said the company and its contractors follow all applicable laws. But in light of Trump’s comments, some of the workers at the site said they are now worried about their jobs — while others simply expressed disgust over the opinions of the man ultimately responsible for the creation of those jobs.
The world according to Donald Trump(3:07)

Since Donald Trump announced his presidential bid, he's drawn plenty of controversy and outrage for his comments on the campaign trail. Here are some of the key moments. (The Washington Post)

All of them said they have been talking about Trump ever since his inflammatory remarks dominated coverage of his presidential announcement on June 16.
“It’s something ironic,” said Ivan Arellano, 29, who is from Mexico and obtained legal status through marriage. He now works as a mason laying the stonework for the lobby floor and walls of what will become the Trump International Hotel.
“The majority of us are Hispanics, many who came illegally,” Arellano said in Spanish. “And we’re all here working very hard to build a better life for our families.”
Interviews with about 15 laborers helping renovate the Old Post Office Pavilion revealed that many of them had crossed the U.S-Mexico border illegally before they eventually settled in the Washington region to build new lives.
Several of the men, who hail mostly from El Salvador, Honduras and Guatemala, have earned U.S. citizenship or legal status through immigration programs targeting Central Americans fleeing civil wars or natural disasters. Others quietly acknowledged that they remain in the country illegally.
“Most of the concern is that this escalates into a bigger problem,” said Daniel Gonzalez, 45, a sheet metal worker from El Salvador who crossed the border in the 1980s to escape his country’s civil war. He became a U.S. citizen after a federal immigration judge granted him asylum, he said.
“He might come one day and pretty much tell us to get the heck out of here,” Gonzalez said of Trump.
Donald Trump announces presidential run

The real estate mogul and reality TV celebrity, announced he would seek the GOP presidential nomination.

Several of the laborers — who travel to work from as far away as Baltimore or Manassas, Va., every day — fumed at Trump’s comments, saying that they have led honest lives that have allowed them to buy homes and raise U.S.-born children.
“Do you think that when we’re hanging out there from the eighth floor that we’re raping or selling drugs?” Ramon Alvarez, 48, a window worker from El Salvador, said during a break Monday morning just outside the construction site. “We’re risking our lives and our health. A lot of the chemicals we deal with are toxic.”
In response to questions from The Washington Post, Hope Hicks, a spokeswoman for the Trump Organization, issued a statement saying that the company and its contractors followed all applicable U.S. immigration laws when hiring the site’s several hundred workers.
“Our contractors are required to have prospective employees produce documentation that establishes identity and employment eligibility in compliance with immigration law,” the *e-mailed statement said.
Lend Lease, the lead contractor at the site, “requires all contractors performing work at the project to follow all applicable federal, state and local laws,” the statement said.
Michael D. Cohen, executive vice president and legal counsel to Trump, said the question of illegal hiring practices had not arisen before at a Trump work site.
“Mr. Trump, who is the 100 percent owner of the Old Post Office, hired one of the largest contractors in the world to act as the general contractor,” Cohen said in a telephone interview. “That company is Lend Lease. They then go out and employ subcontractors to work for them. The obligation to check all workers on site is exclusive to Lend Lease. This of course assumes that the assertion regarding the employees’ status is accurate.”
A spokeswoman for Lend Lease declined to comment on any aspects of the project, which is expected to be finished by early 2016.
Hicks, also a spokeswoman for Trump’s political operation, said the campaign had no comment on the matter.
Trump’s comments about illegal immigration — which included a promise to “build a great, great wall on our southern border” and bill Mexico for the cost — reflect deep-rooted concerns among conservative voters over the effect of illegal immigration in the United States. Yet, concerns raised by workers at one of his company’s real estate ventures reveal the complexities of an issue that has long polarized the country.
The rapid rejection of Trump’s comments by some of his business partners may also reflect how perilous a topic immigration is, not just for Trump but the entire Republican presidential field.
Trump’s comments were popular with conservative activists across the country — and may even have helped elevate his status, with polls in the early nominating states Iowa and New Hampshire showing him gaining ground. But they were less popular among an increasingly diverse general electorate that serves as a consumer base for the influential corporate entities that were quick to distance themselves from the mogul’s remarks.
The NBC television network, the Macy’s department store chain and several other businesses have since severed ties with Trump — part of a backlash that has cheered Democrats and caused worry among Republicans seeking to win more Latino votes.
On Monday, several hundred people had also signed an online petition asking D.C. chef José Andrés to “dump Trump” by backing out of his deal to open the flagship restaurant at Trump’s hotel.

[Hundreds signed a petition asking D.C. chef José Andrés to ‘dump Trump’]
At the mammoth construction site in Washington that bears Trump’s name, workers said the controversy has caused some worry as they sandblast through layers of chipped paint in the 114-year-old building, install air-conditioning systems that will cool the new hotel’s 271 guest rooms, or cling to a scaffolding while they install windows.
The site is a bustling microcosm of blue-collar work life in Washington — with soaring turrets and a majestic clock tower that evoke the building’s heyday as the District’s main post office in the early 20th century.
Trucks roll in and out of the construction site carrying heavy loads of cement or carting off piles of debris. Over the din of surrounding traffic, foremen yell instructions to their charges, urging them to press forward on a project that will also include a massive ballroom, high-end restaurants and two luxurious suites in the former offices of the postmaster general.
Arms covered in dust, crowds of men recently took a break just outside the site while still wearing their hard hats and bright yellow construction vests, smoking cigarettes or arguing about sports in both English and Spanish.
Ahmad Samadi, 26, a site foreman who arrived last year from Afghanistan under U.S. political asylum, said he has had to learn some Spanish to communicate with his crew. “Most of the workers here are migrants,” he said. Pausing, Samadi added about Trump: “I don’t think it’s right, what he said. They’re hard workers.”
For David Montoya, 28, Trump’s comments are a harsh reminder that anyone who is not a U.S. citizen is vulnerable to stricter immigration laws in the country. A truck driver at the hotel site, Montoya arrived from El Salvador in 1997, gaining temporary protected status from deportation in 2001. “Every 18 months, I have to get it renewed,” he said, in perfect English, adding that he dreams of permanent legal status.
Montoya reflected on his journey as an immigrant, which now includes three U.S.-born children and a house that he and his wife own in a quiet section of Silver Spring, Md. He noted with pride that he thinks his story — one of coming to a new world, and of hard work paying off — is more impressive than that of the powerful developer whose name adorned the sign behind him as he spoke.
“Actually,” he reflected, “we’re more American than him.”

Fox News page exemplifies recent coverage.
For years, our elected officials have tolerated state and local governments that ignore requests from federal agents to hand over dangerous illegal aliens. These governments include North Dakota, Rhode Island, San Francisco, Los Angeles, Austin (Travis County), Miami, Philadelphia, Washington, D.C., New York City, Boston, Baltimore and more than 200 hundred others that may surprise you.
These places either rewrite the law to their liking or ignore it altogether, even though federal law REQUIRES them to turn over identified illegal aliens to ICE for deportation after the aliens have first served any local jail time. Sanctuary Cities are attempting to nullify federal law, saying "We won't do it, and you can't make us!"
But with your help, we can make them.
Sanctuary cities, counties and states across America, according to the Center for Immigration Studies.
Some cities, like Aurora, Colorado, Jefferson County, Iowa and San Francisco, California release onto the streets known criminal aliens like Juan Lopez-Sanchez, the Mexican national who was a multiple felon, had already been deported five times, and was STILL released by the city of San Francisco when he was in their custody, even though the feds were asking San Francisco to turn him over.
Lopez-Sanchez was released in April. Last week, he confessed to shooting 32-year old Kate Steinle on a pier in San Francisco. Steinle was standing next to her father, and her last words were to her Dad, to please help her.
Her Dad tried, but nothing could save Kate. The city of San Francisco effectively decided her fate when they released a dangerous felon, five-times deported, onto their streets. Refusal to enforce the law killed her. The Obama Administration, in refusing to crack down on "Sanctuary Cities," helped set the stage. And this is not the only killing by a released illegal alien. Hardly. There were more than 120 killers released all over America in just the past few years.
The point is: why should any more people like Kate needlessly lose their lives because our elected officials fail to protect the citizens they vow to protect?
Won't you please help us? Our goal is $100,000.
Donate to Ban Sanctuary Cities
Look at the map above, put together by the Center for Immigration Studies. It shows more than 200 cities, counties and even a few states that have "Sanctuary" policies. These places are releasing known illegal-alien criminals, many of whom are dangerous felons, from jails and prisons directly onto the streets and into Americans' neighborhoods while willfully turning a blind eye as they continue their criminal ways.
Is this what you want for our country?
We at NumbersUSA will NEVER accept this travesty. We have been working for years to shut down Sanctuary City policies, but now, these corrupt policies are finally getting the national attention and public discussion they deserve. Fortunately, we have many allies in Congress who are working hard to force "Sanctuary Cities" to hand over the illegal- alien criminals to Immigration Control and Enforcement (ICE) for deportation.
Rep. Trey Gowdy (R-SC) in the House and Sen. Jeff Sessions (R-AL) in the Senate have sponsored versions of the same bill that would accomplish this.PLUS, the bill would prevent the Obama Administration and future administrations from refusing to even pick up the alien criminals in jails who they do know about.
The Gowdy bill has already been approved by the House Judiciary Committee. It can be brought to the floor and passed whenever the House Republican Leadership decides to do so.
NumbersUSA needs to persuade them to pass this bill immediately! As usual, we need piles of faxes, deafening phone calls, and every other thing we know of.
This is all extremely EXPENSIVE. We are actually BEHIND in our minimum funding needs this month, when we need to be well AHEAD to get these bills passed.
Won't you help us? Our goal is $100,000 by Saturday Midnight.
Please give.

Help us spread the word about the interior enforcement bills that could save lives. H.R. 1148 (introduced by Rep. Trey Gowdy and approved by the House Judiciary Committee) and S. 1640 (introduced in the Senate by Jeff Sessions) would - among other enforcement measures:

  • Deny federal law enforcement assistance to sanctuary jurisdictions.
  • Require states and localities to notify the federal government of inadmissible and removable aliens and comply with federal information requests and detainers.
  • Direct DHS to continue and expand the Criminal Alien Program (identifies criminal aliens in correctional facilities, ensures they are not released, and removes them upon completion of their sentences). States that receive SCAAP funding must comply with the program.
The bills are named the Michael Davis, Jr. and Danny Oliver in Honor of State and Local Law Enforcement Act, in honor of two Sheriff deputies who were killed by a twice-deported criminal illegal alien in 2014.
Spread the word.
News Roundup
The family of the woman killed in San Francisco by an illegal alien who was released under the city's sanctuary policies are calling for change.
"The parents of Kathryn Steinle said Monday that they support a proposal to give mandatory prison time to deported people who return to the U.S. illegally," reports NBC News:
"The death of their daughter has fueled a national debate on immigration, with advocates of stricter border control and even some Bay Area Democrats denouncing San Francisco as a city whose immigrant 'sanctuary' protections harbor people who are in the country illegally."
The Associated Press has more from Steinle's parents:
"'We feel the federal, state and cities, their laws are here to protect us,' Jim Steinle said. 'But we feel that this particular set of circumstances and the people involved, the different agencies let us down.'

"Liz Sullivan said she hopes some good might come out of her daughter's death.

"'You want to make it so much better for everybody in the United States that this, as you say, would never happen again,' she said."
The Washington Times has a story about Donald Trump meeting with families of Americans killed by illegal aliens:
"One man, Dan Rosenberg, told the story of his 25-year-old son Drew, who was killed while biking home from law school one night when an illegal immigrant ran over him with his car.

"'Every year, just driving, they kill about 3,000 people, which of course, never makes it in the press anywhere. Most newspapers now don't even give the license or immigration status when they kill somebody,' Mr. Rosenberg said."
A New York Times editorial argues that the actions above are "exploiting the crime" in order to "punish 'sanctuary cities' like San Franciso":
"Lost in the screaming....is the truth that immigrants are by no definition a population of criminals. A report published last week by the American Immigration Council found that immigrants -- whether legal or unauthorized, and no matter their country of origin or education level -- are less likely to be criminals than native-born Americans, that periods of high immigration correspond with lower crime rates, and that this has been true in this country as long as this issue has been studied."
The editorial would have every critic of sanctuary policies be a frenzied foe of the "dark-skinned face of the Mexican killers that Donald Trump -- in a racist speech announcing his presidential campaign, and numerous interviews thereafter -- has been warning the nation about."
Appearing on PBS Newshour, Jessica Vaughan argues that the relevant question isn't whether immigrants or illegal aliens are more likely than Americans to commit crimes - "We know that someillegal immigrants are here committing crimes, so what do we do with those illegal immigrants who are committing crimes?"
The Associated Press reports some figures related to Vaughan's question:
"More than 1,800 immigrants that the federal government wanted to deport were nevertheless released from local jails and later re-arrested for various crimes, according to a government report released Monday.

The Immigration and Customs Enforcement report -- obtained by an organization that actively opposes illegal immigration -- said the re-arrested immigrants were among 8,145 people who were freed between January and August 2014 despite requests from federal agents that they be held for deportation."
The bad publicity has some counties disputing their sanctuary policies and discussing the merits of Congressional action:
"Congress is currently debating a measure that would require local agencies to comply with all ICE detainers. Those that did not comply would risk sanctions, including the loss of certain federal funding. The provision is contained in the Davis-Oliver Act, introduced by Rep. Trey Gowdy (R-S.C.) and Sen. Jeff Sessions (R-Ala.)."
The National Review argues that crimes committed by illegal aliens speak to larger failures of immigration enforcement:
"The murder of Steinle struck a chord like nothing else, because it came to symbolize the vulnerability Americans feel about the failure of government to protect us from people who shouldn't be here in the first place.

"Statistics about 'immigrants' having lower crime rates are irrelevant...

"...Some claim that the rate of murder and crime by illegal immigrants is no higher than for those here legally, but that's an obfuscation. Any murder or crime by an illegal immigrant is one too many, because that person should not be in our country in the first place."
Most of the presidential candidates are talking about immigration. See "Why Clinton and Bush are battling over immigration" (CNN), and "Clinton, Sanders, O'Malley talk immigration reform, economic equality to La Raza in Kansas City" (Kansas City Star).
On the question of sanctuary cities, Rand Paul says "I think most people come to this country in search of the American dream. It doesn't mean you can have a lawless border, though."
In "Rick Santorum: Immigration should be at forefront of 2016 GOP race" the Washington Times reports:
"Former Sen. Rick Santorum said Monday that curbing legal immigration must be at the front of the 2016 presidential debate, arguing that working-class Americans have suffered from an influx of tens of millions of immigrants over the past two decades.

"At a time when most of the field is focusing on cracking down on illegal immigration, Mr. Santorum, and to a lesser extent Wisconsin Gov. Scott Walker, argue the debate must be broader...."

"....'We have to analyze what the impact is -- on those who are struggling the most in America,' {Santorum} said. 'And to do that is not jingoistic. It is not xenophobic. It is simply a rational policy discussion that we should be able to have in this country without being called various names that are not particularly appetizing.'

"Mr. Walker also suggested this year that he is open to putting potential limits on future legal immigration -- though he has not said whether he believes current levels of immigration are too high. And unlike Mr. Santorum, Mr. Walker did not mention the issue in his announcement speech on Monday...."

"....Mr. Santorum's stance has gained some traction on Capitol Hill, where Sen. Jeff Sessions, Alabama Republican, has raised it as part of the debate over President Obama's push for free-trade negotiating powers.

"Polls show voters generally agree, with the vast majority saying legal immigration should either be cut or kept at the same level.

"But that remains a minority view in Washington, where the Senate two years ago passed a bill that would boost legal immigration dramatically. That's also the prevailing view within the GOP presidential field."
Thank your contributing to a civil conversation about immigration limits and a credible policy of immigration enforcement.

Failing candidate Hillary Clinton, who is desperately trying to hold on to her lead in the democratic primary against Bernie Sanders, is knowingly putting out lies about my stance on illegal immigration. I said “Mexico is sending”--- I’m not knocking immigration or immigrants, but rather am very critical of the country of Mexico for sending us people that they don’t want. Likewise I am very critical of illegal immigration and the tremendous problems including crime, which it causes.
She is desperate, she is sad, and she is obviously very nervous when she has to revert to issues that have already been settled given the absolute accuracy of my statement. She speaks about “my tone” and that’s the problem with our country’s leaders. They are more worried about tone than results! It’s not about being nice--- it’s about being competent.
Hillary should spend more time producing her illegally hidden emails and less time trying to obfuscate a statement by me that is totally clear and obviously very much accepted by the public as true. I am honored, however, that she is attacking me, instead of Jeb Bush. Obviously she knows that JEB is no longer her real competition. The last person she wants to face is Donald Trump.

THIS ISSUE: Sessions' & Gowdy's bills stand above a crowded list of 'sanctuary' bills in Congress
picture-91-1400506558.jpg
If any good can come from the tragic shooting of a San Francisco woman earlier this month at the hands of a five-times deported illegal alien, it's that Congress may finally take action to punish sanctuary jurisdictions that protect illegal aliens, including the federal government which has been releasing criminal aliens onto the streets.
The response has gotten confusing because at least a dozen bills have been offered in recent weeks to end sanctuary jurisdictions. They have all earned varying levels of attention, with the one pushed by Fox News' Bill O'Reilly getting the most attention even though it's not the best bill.
The bills differ in scope and effectiveness, allowing House and Senate leaders to pick and choose the bill they want to move. If recent history serves as a lesson, House and Senate leaders will choose the weakest possible bill to move even though a large majority of American voters are furious and want criminal aliens removed from the United States.
THE BEST BILL THAT NUMBERSUSA SUPPORTS
NumbersUSA supports passage of the Davis-Oliver Act introduced by Alabama Sen. Jeff Sessions (S.1640) and South Carolina Congressman Trey Gowdy (H.R.1148). It's named after Michael Davis, Jr. and Danny Oliver, two California deputy sheriffs who were murdered by illegal aliens. Among many other things, the bill would:

  • Withhold SCAAP funding, 'Cops on the Beat' funding, or any other law enforcement DHS grant to jurisdictions that refuse to cooperate with federal immigration agents (sanctuary jurisdictions)
  • Allow states to pass immigration enforcement laws so long as the penalties do not exceed the federal penalties
  • Require DHS to provide all known data to the National Crime Information Center for aliens who have final removal orders, overstayed or misused a visa, or entered in to a voluntary departure agreement
  • Provide grants to local jurisdictions that help enforce immigration laws
The Sessions-Gowdy bills would go beyond simply ending sanctuary cities through additional measures to increase public safety as a whole. They would strengthen the enforcement of federal immigration laws, end benefits for known terrorists, and prevent foreign citizens who pose a threat to public safety from entering the country in the first place.
BILLS ADDRESSING ONLY SANCTUARY CITIES
None of the other bills, including the so-called "Kate's Law" pushed by O'Reilly, would do as much to make our communities safer. But more importantly, none of them, except for the Sessions-Gowdy bills, address the federal government's sanctuary policies. Immigration and Customs Enforcement has released nearly 70,000 convicted criminal aliens over the last two years. Only the Sessions-Gowdy bills would end this federal complicity.
Both Presidential Hopefuls Sen. Ted Cruz (R-Texas) and Sen. Rand Paul (R-Ky.) have introduced sanctuary bills. The Cruz bill is similar to Kate's Law in that it would only imprison previously deported aliens that return to the U.S. It wouldn't require jurisdictions to notify ICE when they release criminal aliens from prison.
The Paul bill would only block funding to jurisdictions that don't cooperate with federal immigration agents, while allowing the federal government to continue its sanctuary policies.
Legislation has also been introduced by Rep. Scott Desjarlais (R-Tenn.), Rep. Duncan Hunter (R-Calif.), Rep. Lou Barletta(R-Penn.), Sen. David Vitter (R-La.), Sen. John McCain (R-Ariz.), and Sen. Jeff Flake(R-Ariz.), but all of these bills would only block funding to sanctuary jurisdictions without addressing the feds policies.
THE CLEAR ACT
The only bill that comes close to the effectiveness of the Davis-Oliver Act is Rep. Marsha Blackburn's (R-Tenn.) CLEAR Act. NumbersUSA has promoted this bill in past years, and it's still a good bill, but the Davis-Oliver Act is more thorough and incorporates almost all of the CLEAR Act's state and local enforcement provisions.
DAVIS-OLIVER BILL NEEDS MORE CO-SPONSORS
The Sessions version only has 5 cosponsors. The Gowdy version has more than 30 cosponsors and has already been approved by the House Judiciary Committee. Just this week, Reps. Dave Brat (R-Va.) and Lynn Jenkins (R-Kan.) added their names to the list of cosponsors, but both bills need a lot more support!
We have faxes posted to your Action Boardurging your three Members of Congress to support the Davis-Oliver Act. Please send these faxes, and if you've already sent them, there's more you can do. Next Monday, please call your Members of Congress or contact them through Social Media. Let's do everything we can to help get the Davis-Oliver Act signed in to law!
