NO WAY do I expect any Government to succeed in getting humans to be civil to one another nor did I suggest such.
I merely proposed that Policy be put in place that Looting, Violent Rioting in the streets such as we saw in Milwaukee where white people are being dragged from vehicles and beaten by blacks solely for their skin color and black women trashing stores cuz their EBT card don't work be met with a Shoot To Kill Policy. I don't live in Louisville at all. I don't even live in Kentucky. But I work every day in the absolute worst area of crime for the entire city. You act like living 30 minutes from oakland means you understand how these people live. You could live 5 minutes away from the worst parts of a city and still have no clue. You have to fully immerse yourself every single day right in the epicenter of it, which I have done for the past 3 + years. I have seen how they treat one another, other races, police officers, business owners etc. How horrifically they take care of their children. How a lot of these black men have 10-15 children and don't take care of a single one of them. How they work the system, getting their SSI even with nothing wrong with them. Or how the black women have as many children as possible with as many baby daddys as possible so they can collect their check. I hear with my own ears all the racist slurs hurled towards myself and colleagues and how they look at you with disgust just because you're white. It's common knowledge here that you can not leave your car running with you not in it for one second because someone will steal it. That you should not wear nice shoes because they will shoot you for them. I see how none of them have jobs. You can drive through the neighborhoods in the middle of a work day and there are 5-10 black guys gathered on every single porch.
I have no hatred for anyone. But the views I do have come from my first hand experience and nothing else.

A.) Blacks would be able to get the NUMBERS into the streets to even make the fight interesting? Versus White People? NRA members, southern folk, millions of White Guys who have had enough of their shit?
B.) That even if Latinos joined with The Blacks, Brown jumped in with Black, that the response from the Millions upon Millions of White Gun Owners would see any "battle" last more than 30 days?!?!??
