I disagee, the Democrats gained seats in 1998 right after the impeachment, which lead to Newt resigning his Speakership and his House seat.

Clinton left office a very popular President, he didn't hurt Gore.

Gore lost because he was essentially a door nob (on his good days). He's a horrible candidate, in the same vein as John McCain.

Gore lost because he couldn't win his own home state.
