I agree with Journeyman and harington. The only reason people play at any shop dealing a 20cent line is for the supposed added value on the dogs.
But, this value is derived from the existence of shops with a 10 cent line. Think about this:
You play the favourite at a shop dealing a 10 cent line. Now you wanna scalp/middle/hedge your bet and you lay off your money at a 20 cent joint. Would you guys be able to do this if ALL shops were dealing a 20 cent line? Were would you rather play your chalk, at a 5-, 10- cent line shop or at a 20 cent line shop? Where?
That's why shops dealing 10 cent lines are the big "losers" after all. Especially on streaks as the one we have seen recently in MLB, where almost every favorite has won. The player gets a discount price for the favourite, thus saving money and the same player loses the bet on dogs to a shop which exposure is far less in a sport as MLB, in which 10 cent mean the world of difference.
