why can't chargers & raiders share stadium and division?

It's been reported that The Rams, Chargers, and/or Raiders may move to LA. Why can't chargers and raiders stay in the same division and still share a stadium? What am I missing? Each would have their own 'home' game and tickets would be sold to their season ticket holders. Couldn't you build 3 locker rooms one for raiders, one for chargers, and one for their opponent or am I way off.

i think another factor was that scheduling would be challenging if they were both in the same division and sharing a stadium

i am trying not to get to excited about all the talk, but def seems like we have more momentum to get a team this time around
