I've never heard of that, at least not here in Texas. You can buy or trade a handgun in a personal transaction with anyone you like. Of course doing so may mean you are buying a stolen gun.

I had to go to a shop and get the gun licensed and signed over in my name that a buddy sold me .357 also the same with my 44 mag.....$15 a pop

heh....brings to mind a short scene in one of Tim Dorsey's books (all based in Florida)

Guy goes into a gun shop because he wants to buy a semi auto handgun and is told, "No problem. Fill out these forms and come back in three days"

"Three days? I need it NOW. Is there any way I can get around the 3days??"

"Well, sure. If you're buying it from a private collector instead of a gun shop. Hang on a minute"

Goes into the back room, takes off his hat that says "Joe's Gun Shop" and replaces it with a Miami Dolphins cap. Comes back out.

"Hi there. I hear you want to buy a gun today. Step out back and I'll show you some of my private collection in the trunk of my car"

You should make sure you have a gun liscense before you do anything. Doesn't matter if it is a shotgun. Yes you need a pistol permit specially for handguns but a gun liscense is required to own period. 18 for shotgun. 21 for handguns....I own 2 handguns.

Are you speaking in general or just for Idaho?

As mentioned, gun laws differ from state to state drastically.

You dont need a permit to buy a handgun in AZ. Only to conceal one. I can drive around town with my .38 on my driver side seat in AZ and not break a single law. Not that I do that though....

exactly.

and i seem to remember a movie having a scene like that , except i don't think it was guns they were selling, but it had about the same premise with the owner of a business switching hats and then pretending to be a different person.
