He may have knowingly tried to pass a bad bill, but I doubt he manufactured it.

That is police brutality, I could sort of understand if Floyd had just killed a fellow cop and emotions were running high, even then you can't cuff the man and effectively strangle him in front of dozens of witnesses with the ability to record it
