I am no expert, but I would think the first task is to determine whether you think the roulette wheel in question is 100% accurate and therefore offers a totally random chance. My opinion is that the intricacies of such a mechanical device and variances in manufacturing tolerances mean there is no 100% random roulette wheel.
The next question then is, how random is random? If "00" comes up 7 times in a row on a particular wheel then should we determine that the wheel is predisposed to favor that number, or is this random?
The only success I've seen in roulette over a long run, say several hundred bets, is when people scout these wheels in advance and track every outcome over the course of several tens of thousands spins. Then they determine the "strengths" of the wheel and which numbers are more likely to happen. IMO an interesting exercise, but way more work than it's worth.
