What has Washington done to deserve -1?

OK, Balt got beat by a fired-up KC team (which still has many weapons). What has Washington done to deserve -1 at some places?

Balt +1 seems like the choice here.

Anyone out there taking Washington, and if so, why?

This line reminds me of the SF/Arizona line where SF was -1 and I was asking myself this same question.
