As for ATM cards, my favorite is Virtual Money.

Works great here. But the withdrawal limit is $500 per day.

You can load the cards at any Wells Fargo branch in cash (max $1000 per day).

Virtual Money? I gave them my wife's Passport number, she's not a U.S. citizen. And that worked fine even though I used a U.S. courier mailing address. Yeah, they ask for SSN for U.S. citizen-slaves.
