Does anyone know how to make an URL address from a picture that is saved on your hard drive?

Actually, only one question. Figured the other one out and couldn't change the title of this thread.

Life, you have to upload the pic to a hosting site on the net such as Villagephotos.com it's free and easy. once you have it uploaded the space where the pic is located will be assigned a web address such as http://villagephotos/mypic02.com
