Trading Paypal for Neteller

I know i am going to get racked for posting this, but i have my reasons, so if anyone is able to help, just email me at krb8@hotmail.com.

I need to send someone $3000 via Paypal and then have them send me $2700 via Neteller. That is $200 for whoever does it. I have a credit card that is not useable at Neteller nor am i able to get an advance on it for that amount. But i am able to send it through paypal, i have done it before.

How do you know anyone would ever send the money back to you?
