It might be assumed he was implying a play "up to -290". It could be for "pizza" money or perhaps larger, depending on what his "index" is saying for the day. However he also has stated that the info he posts is just that, info, i.e. no more & no less, & to be considered as one piece of info in people's handicapping of a game, & that he doesn't recommend what people should bet on.
