Who called for the measurement on 2nd and a foot. That delay for measurement took OK out of rythm and then the false start. Is that normal college protocol to measure on 2nd down when it is obvious it is not a first, but it is 2nd down So What. I am not making an excuse, but why the meaurement on 2nd down
