The TOTE is owned by the UK GOVERNMENT as a trust to support horse racing. It has more money in cash than all the other offshores on half that list, and will never ever be a no-pay. The reason for a low-score (although it shouldnt be THAT low), is its CS and low limits, and high juice.
Betfair matches over £50 million a week, and it's funds are ring fenced. There won't be a no pay here ever. We (the bookies here) use the exchanges to layoff horse liabilities, and much of the big turnover on horses their comes from the industry laying off from on-course to off-course etc. We used to call the bm's trackside, and now most of it goes thru the exchange. That is why you can see £250k traded on some novice amature lady's selling stake crap race.
SSP is a crap slowpay/nopay book with loads of bad msg's around the euro fourms. I havent played there, but I woulnt bother.
Any sportsbook listed on oddschecker.com except globet, I rate A+ for paying as they are all either public companies, or divsions of large ones (with a few private ones like bet365 and VC, who are big).
I live here, and bet with all of them, so if someone wants my .02 I'd be happy to chime in.
