I have also posted this in College Football..Got this return email from someone after i said i might be interested and wanted more info...your comments appreciated..here is the email i got:

Basically I am an agent for an offshore book. you have access to a website and a toll-free phone # to call in your bets. it works just like any normal bookie, except you use the convenience of an offshore setup. Week runs Monday - Sunday. If you are up money, we send you out a Fed-Ex on Tuesday. If you are down, you send us a package out on Tuesday.

Its all 100% legit. I have over 100 players right now all over the country and they are all very happy. If you are interested in getting set up, shoot me back an email with a phone # and we can get started right away

No shot of me ever getting involved in something like this. I look at things from their angle, why are they risking their bankroll on players they don't know? They are going to take your word as a stranger you will pay them? Probably going to let you pay them as long as you lose but once you win it is all over. Doubt you will ever get a dime from them.

Other option is some sort of reverse sting geared towards illegal gamblers. Don't walk, run from something like this.

It is what some locals are going to. They still know their players and settle up just like regular. The advantage is the easy usage of the off-shore site. You can log on anytime, play alot of different bets, etc. ....just like any regular site. .....BUT you need to know them just like any regular local book. I would stay away from a long-distance agent if you don't know them. ( It saves local books all the hassle of answering phones and such )
