The rationale is that they are out of gas and out of sync in the 2 half. It happens alot particluarly after one team pulls ahead a bit. They get tired and just are coasting until the game ends. The two teams could score 65 pts. in the second quarter and then 41 in the 3rd. College is way different, most time the second half total is higher than the first. Just my 2 cents.
Good question. I bet NBA overs almost daily and have seen these types of 1st halves a lot. So I sit back and wait for the money to roll in, but then something strange happens. 3rd Q will go around 50, then the starters sit the beginning of the 4th Q, so the scrubs all of a sudden start to struggle to score, next thing you know the 4th Q is barely at 40 pts. Go through any Tuesday, Friday or Saturday NBA box scores and check out the 4th Q's. You'll see a trend. It pisses me off so bad, because you think the over is in the bag then you get a 85 pt half. Hope this answers it.
