They need to make a national decree that looting and rioting will not be tolerated and that any "peaceful" protestors need to go home if they dont want to be complicit. Warn them that they will be declared domestic terrorists and be treated accordingly. Bring tanks with high pressure water cannons that knock mofos to the ground and arrest all of them. Set up a new guantanamo bay in the desert and keep them there indefinitely. Take their cell phones, video games etc.. away and let them experience life without American liberty for a while. And thats the humane option if they dont fight back and receive lethal retaliation
