Red Shopping Carts In New York City

What the Hell is going on in NYC ?
Red shopping carts with the letter X on them are popping up all over NYC

they have been found in residential areas , business areas , etc

they are chained to trees , signs & they all have Green bags in them filled with something …… bags are unmarked
they are all covered in clear like Saran type covering & locked with expensive locks

What the Hell is going on ?
