Mr Obama’s interventions have often been clumsy and grandstanding. He has failed to control immigration, even though (unlike in Britain) he has the sovereign power to do so. And America has largely rejected Obamacare, which displays all that can go wrong with massive state intervention.



But if Mr Obama’s economic legacy is poor, his other achievements – or failings – are alarming. He has largely removed America from international conversations. After the disastrous interventions in the Islamic world after 2001 it is quite right it should think more deeply about such expeditions: but that does not mean the superpower’s global responsibility can be abdicated completely. The Kerry intervention in Syria was typically, and tragically, late. Mr Obama’s international legacy is the repulsive sight of Vladimir Putin, whom he underestimated, ruling the roost, the barbarians of Isil (for dealing with whom he had no strategy) and a Europe mired in introspection.

The 'bomb robot' killing of a suspected Dallas shooter may be the first lethal use of an automated device by American police.
City police chief David Brown told reporters Friday that officials 'saw no other option' to avoid any further danger after sniper fire killed five Dallas officers.
'We saw no other option but to use our bomb robot and place a device on its extension for it to detonate where the suspect was.'




It was not immediately clear what kind of device was used by the Explosive Ordnance Squad in Dallas, but the force is known to have access to a Northrop Grumman Remotec Andros F6A or F6B, a standard model for police and military use.
A robot known as Marcbot has been previously deployed in Iraq in the same way, and records show that the Dallas County Sheriff Department and neighboring Duncanville Police Department each own a MARCbot.
It is the first time a robot was deployed in such a manner by US law enforcement.
'Yes, this is 1st use of robot in this way in policing,' said a tweet from New America Foundation fellow Peter Singer, who heads a technology advisory firm and has written on 21st century warfare.

HOW IT (PROBABLY) WORKED

William Flanagan, a retired deputy police chief from New York's Nassau County who now does law enforcement and technology consulting, speculated that police in Dallas probably equipped their robot with a low-powered explosive - possibly one similar to what bomb squads use to blow up suspicious packages - that would only disable what's closest to it.
Dallas police didn't respond to a request for further information about their use of the robot.

Matt Blaze, a University of Pennsylvania professor of computer and information science, said on Twitter it was probable that 'the bomb delivery robot was an improvised arrangement, not something it was designed for.'
Still, Blaze tweeted that 'stakes go *way* up when something like this is repurposed as a weapon.'
Regardless of the methods in Dallas, the use of robots is expected to grow, to handle potentially dangerous missions in law enforcement and the military.
One robot developed by China's National Defense University called AnBot has been designed for 'an important role in enhancing the country's anti-terrorism and anti-riot measures,' according to its website.

Documents show the Dallas Police has three different robots at their disposal as part of the Explosive Ordnance Squad. It is believed the explosive device was attached to one of them.

According to a Popular Science article authored by Singer with Jeffrey Lin, AnBot is among several machines designed for police patroling.
'Anbot's most controversial feature is naturally the onboard 'electrically charged riot control tool; (likely a Taser or extendable cattle prod).
'This can only be fired by the Anbot's human remote operators,' they wrote in the April article.
'The Anbot's large size means that it has room to mount other law enforcement gear, like tear gas canisters and other less lethal weaponry.'
THE MARCBOT: AN IRAQ PROTECTOR

The Multi-function Agile Remote Control Robot (MARCbot) is a device that the Army has been deploying to Iraq since 2004 to help soldiers search out and identify improvised explosive devices (IEDs).
It was developed for the Army by an engineering consulting firm, Exponent, headquartered in Menlo Park, California
Nasa also became involved with the project after buying two of the bots from its neighbour to test its mobile communications platform.
Marshall engineers essentially gutted the device and replaced all of its electronics, upgrading from an analog camera to a digital setup, encrypting the controllers and video transmission, as well as significantly increasing the range and adding communications abilities.

MARCbot was developed for the Army by an engineering consulting firm, Exponent, headquartered in Menlo Park, California

The MARCbot is a remotely operated reconnaissance robot specifically developed to identify IEDs and maintaining a safe distance—allowing a soldier to assess whether an object is a potential IED while avoiding close (and perhaps dangerous) physical proximity.
It is used to hunt down threats to soldiers by allowing a suspected IED to be examined remotely.
The small-wheeled robot is easy to use.
It operates with a standard laptop using Windows software and is operated with a common video game controller.
In fact, when looking for components, the Nasa engineers actually stopped by a series of local pawn shops and purchased used video game controllers, knowing that these parts were readily-accessible, cheap, and most importantly, would be used intuitively by the average young soldier.
Although it operates much like a remote-controlled toy car, this robot has features not found under the Christmas tree: It is several times more rugged than even the most robust toy and comes equipped with a video camera, GPS, compass, and an articulated arm.
According to the U.S. Department of Defense, IEDs have been responsible for approximately half of all U.S. and coalition force casualties and combat injuries in Iraq.
Once it travels so far, it also has way-finding features, so the operator can instruct the robot to find its own way back, following a memorized path.
Reports have come back from the battlefield of soldiers giving their MARCbots names, honorary medals and ranks, and mourning their loss in combat.

Another robot developed by California startup Knightscope uses 'advanced anomaly detection,' and according to the website TechCrunch is being used to augment security at some Silicon Valley tech firms and a shopping mall.
Researchers at Florida International University meanwhile have been working on a TeleBot that would allow disabled police officers to control a humanoid robot.

During a discussion on police, former New York Mayor Rudy Giuliani weighed in on the Black Lives Matter movement, saying that it should concern itself with violent black crime.



Giuliani agreed with Bill O'Reilly that the movement wasn't making things better, saying that black lives matter, but so do all lives.

Milwaukee County Sheriff David Clarke reacted on "Hannity" tonight to Hillary Clinton's tense conversation with Black Lives Matter activists.
Clarke said that liberals created the Frankenstein's monster that is the Black Lives Matter movement.
"Now they realize that if you cannot continue to feed the beast, the beast will turn on you and eat you. And that's what's going on here," Clarke said.
He added that he has renamed the group "Black Lies Matter," because like "Hands Up, Don't Shoot," the whole thing is based on a lie and a false premise.
"If black lives really mattered, they'd be protesting all of the black-on-black crime," Clarke said. "If they really cared about black lives, that's what they'd be protesting."

‘Black Lives Matter’ supporters responded to the sniper attack in Dallas by celebrating the murder of the five police officers who were gunned down in cold blood.
