It's interesting what fails to make the news and what does. While we were all enthralled at Reuben's performance on American Idol last week, President Bush was signing into effect Executive Order 13303, "Protecting the Development Fund for Iraq and Certain Other Property in Which Iraq Has an Interest." Now, I give you three guesses as to what "certain other property" means. If you dont guess "oil" on the first shot, you're an idiot btw.

I can hardly wait to see how Russia, which is owed a ton of money by Iraq and which money is (was ...) secured by oil, is going to take the news that although these agreements were entered into years before Iraq became an American colony, those agreements are now null and void.

"Don't be such a stinking leftist liberal!" You say. "Iraq is liberated now, not a colony you Socialistic scummerino! Your momma is French!"

I am only reading the English language as best as I can ...

Protecting the Development Fund for Iraq and Certain Other Property in Which Iraq Has an Interest

By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act, as amended (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), section 5 of the United Nations Participation Act, as amended (22 U.S.C. 287c) (UNPA), and section 301 of title 3, United States Code,

I, GEORGE W. BUSH, President of the United States of America, find that the threat of attachment or other judicial process against the Development Fund for Iraq, Iraqi petroleum and petroleum products, and interests therein, and proceeds, obligations, or any financial instruments of any nature whatsoever arising from or related to the sale or marketing thereof, and interests therein, obstructs the orderly reconstruction of Iraq, the restoration and maintenance of peace and security in the country, and the development of political, administrative, and economic institutions in Iraq.
This situation constitutes an unusual and extraordinary
threat to the national security and foreign policy of
the United States and I hereby declare a national emergency to deal with that threat.


Did you know that a "national emergency" is not impeded by such lofty Utpian notions as "national borders?" It is, frankly, news to me. Did you know that countries and possibly private persons or companies attempting to collect legitimately-incurred debts which are secured by oil in Iraq constitutes a "national emergency," just like the killer tornadoes that swept through middle America last month? That to me was also a new one.

W. is so protective of the national stability of Iraq's economy that he even negates two of his daddy's previous XO's attaching a de facto lien on Iraqi oil production:

Sec. 2. (a) As of the effective date of this order,
Executive Order 12722 of August 2, 1990, Executive
Order 12724 of August 9, 1990, and Executive Order
13290 of March 20, 2003, shall not apply to the
property and interests in property described in section
1 of this order.


It is so important to protect the 51st state's oil reserves that the entire federal government is deputised under Sherriff John Snow, US Secretary of Treasury:

Sec. 4. (a) The Secretary of the Treasury, in
consultation with the Secretary of State and the
Secretary of Defense, is hereby authorized to take such
actions, including the promulgation of rules and
regulations, and to employ all powers granted to the
President by IEEPA and the UNPA as may be necessary to
carry out the purposes of this order. The Secretary of
the Treasury may redelegate any of these functions to
other officers and agencies of the United States
Government. All agencies of the United States
Government are hereby directed to take all appropriate
measures within their statutory authority to carry out
the provisions of this order.


What a fascinating move this is by the Boy-King, to declare it a matter of national emergency to protect the oil fields of Iraq, not from invasion or destruction, but from simple liens acquired in the normal course of business, many of which were in existence before the first Gulf War, let alone this one. When the National Emergency Powers Act was passed there was much ado about the broad power it gave to the President to act without the consultation or approval of the Congress, based upon fears that the term "national emergency" would become a tool to justify any measure the sitting President saw fit, regardless of the circumstance's actual merit or lack thereof as a legitimate emergency threatening the American people ... but that would never hapen right? I mean, he's the President, not some mere mortal who would be tempted by the scope of such power to abuse it, like you or I would, right?

I guess I would say that if you can declare other countries' economic interests and agreements null and void by fiat, you are indeed a king....

Historically, kings derived their authority from a blood lineage, and held it at swordpoint (today it would be gunpoint). Kings were not elected, they were affirmed by the court, a matter of ceremony since the blood lineage usually gauranteed the succession to the throne. Of course if you could get the soldiers on your side you might overthrow the king...

Being the son of a former president, and one who failed to win a popular vote, but was affirmed by the court, seems to buttress this "king" argument.

And I think Americans love their king. They are not facing any particular dire consequences. The dying is mostly done in far away lands by people wearing rags. We might lose 3-4 soldiers a week from now on to suicide bombers in Iraq, but that's a small price to pay to keep the oil pumping.
The families of the dead can take comfort in $1.75/gallon gas, instead of say, $3.58 like those fools in Europe have to pay.

Maybe some more terrorists will blow up some of our buildings or bomb a city, but that's o.k., we'll go back and hit 'em hard. It will be good for the economy. More of our freedoms will be taken away, dissent will not be tolerated. But hey, that's the price of success. Our king will lead us, fear not. He has a brother in Florida who can succeed the throne after he leaves. By the time king Jeb is through, there should be other heirs old enough to step in. I like the ring of that, 'King Jeb.' "Where's King Jeb today?" "He's down at the U.N., kickin' ass and takin' names!"

And though said economy is in the toilet, the king has just cut taxes to make it better. Now, that didn't work two years ago when he did it, but who's to say it won't this time? We could get lucky. This king is a lucky guy, we all know it.

Holy SHIT, this has got to be the greatest hypocrisy by W. to date: in addition to declaring all debt secured by Iraqi oil (that's about $ 120 billion btw) to be null and void under the NEPA (which probably would not even hold up to a review by the Supreme Court were it challenged) Bush now intends to ... incur debts secured by Iraqi oil.

Roughly $ 30 billion worth.

This man's indecency truly knows no bounds.
