I hate to burst his bubble but we already have a civilian militia.

Number of guns and gun owners in USA. Most estimates range between 39% and 50% of US households having at least one gun (that's about 43-55 million households).

And a considerable amount have military training and none of them have any interest in joining his civilian national security force.
