Books that screw with the lines, have lots of games circled, put up halftime lines late, post cloned props some days and not others, etc. usually have one or more of the following problems.
1. Not enough funding so they cut back whereever they can
2. Incompetent people running the operation
3. Losing money so they are running scared
4. Don't really know what it takes to keep customers happy
It sounds like Panam has at least one of these problems and maybe more than one.
This isn't a very good start for a new book, and not a place I'd want to send my money to.
I wish them luck but they better pay more attention to resolving the kind of complaints brought up in this thread or they won't be around for the long haul.
