By "moving on air" I mean a shop is not among those who get hit by the syndicates.
If they know the syndicates are hitting a game and beat them to the line move, that's not moving on air, that's self-preservation.
I used to get some syndicate games before a few "linemakers" and would "warn" them with my small unit on the "right side."
