O/T- Is it bad when something is plugged in and there are sparks?

When I plug things into the wall socket, I am getting sparks. It does it even when something is turned off and I plug it in. It also happens when I plug in a surge protector. Is this dangerous?

The real question I was asking was if there might be an electrical problem in my mother's townhome. I wanted to find out if there might be something wrong with the wiring and a potential hazzard. I asked the question on an electrical safety forum and an electrician told me I should have it looked at.
