Need help getting rid of a picture

I have a regular wallpaper picture, but now somehow I have gotten a different picture stuck in my computer that comes up on startup and shutdown and also comes up full screen when I do control+alt+delete. How do I change or get rid of this picture? Thanks.

Set wallpaper to None, reboot and then re-activate your wallpaper.

I lived with the same wall paper problem for two years on an old desktop and now I'm sick that the fix would have been that easy.
