Are starters still 100% determined by fan voting?

I know top votes in each league get to start (Acuna/Ohtani) but the others?

I question some of those guys on the rangers and also Arcia

I was wondering... Don't miss your favorite ballplayers all in one place when the 93rd Midsummer Classic takes over FOX on Tuesday, July 11. Baseball's biggest stars take the field on July 11 for the 2023 MLB All-Star Game. This year, T-Mobile Park will host the matchup between American League and National League pros. FYI

T-Mobile Park is in Washington, Seattle.

I believe they went to fans few years ago

This is from MLB.com:

How are the starters selected?
The nine starters in each league (remember, the NL has a DH now) are selected by the fans via two phases of voting. In Phase 1, fans vote on a full slate of players at each position and pick their top choice (three in the outfield) in each league at each position. The top overall vote-getters in each league are awarded starting spots and skip Phase 2.

In Phase 2 (a.k.a. the All-Star Ballot Finals), fans must select from the two finalists at each position
