The first NFL regular-season game outside the United States is expected to take place Oct. 2, when the Arizona Cardinals face San Francisco in Mexico City.

The game is expected to be a Sunday night contest. It would be a home game for the Cardinals, who rarely sell out but could draw 100,000 in Mexico City.

- The NFL Competition Committee meeting in Hawaii this week will recommend that blind-side hits on "unsuspecting" players should be banned, ESPN reported.

If the proposal is adopted by owners at next week's league meetings, it will be specifically written into a broader interpretation of the unnecessary-roughness rule.

- In Tuesday roster moves, Minnesota signed wide receiver Travis Taylor, a disappointment with Baltimore after being taken 10th overall in 2000. It probably put an end to any chance Plaxico Burress will end up with the Vikings. . . . Offensive tackle Stockar McDougle , a Lions starter, signed with Miami. . . . The New York Giants released defensive end Keith Washington, two days after cutting Norman Hand.
