How many people is too many?
People have been speaking of overpopulation and harm to the earth and her resources since 200 AD.
4 billion is too many and, in addition to the talk, actual harm to the planet has become obvious in the last half century. As for your "that kid could be the next Bill Gates" idiocy, it could also be the next Hitler. The facts are that unintelligent, crime-prone taxpayer burdens tend to reproduce faster than their counterparts resulting in a higher and higher percentage of the population being a destabilizing force for society. China understands this; the US, and it's religious freaks, doesn't.
You asked for a number so I gave you one; if I hadn't you would have continued some kind of foolish "but you must have a specific number in mind" garbage. The policy should be one child per family and, yes, enforced by mandatory abortion. This is eminently workable; it works in China.

They say things like kill the elderly or let them die off, kill and abort babies from families who already have one child.

You say it works in china, what happens when all of these parents with 1 child retire and you have 1/3rd of the population supporting 2/3rds of the population? It is the problem America has with social security/baby boomes on steroids. Nobody wants to pay huge taxes for other people.

If SS can't support retirees, government should step in to help. Sure, it would be a burden on the taxpayers but would be far less than the burden that will result with unchecked population growth.
