I would guess it is a sort of Cost per action deal... I never look at them but a bot likely does it and even if someone clicks on the ad, someone gets paid.

For instance, you could create an ad to a travel page, if someone just puts anything in such as email or even clicks on it, someone gets paid. The phone # is meaningless because it is just something wanting clicks. Thats the bs society we live in.
