IS GIL CEDILLO AN AGENT FOR A FOREIGN GOVT?

Gil Cedillo is a member of the Legislature in California. He recently got passed a bill allowing driver's licences to illegal immigrants.Many people are very, very upset by this. Does this make Cedillo an agent of a foreign govt, namely Mexico? Should he have to register with the govt as an agent for a foreign govt?
