in no limit poker (like Worl Series of Poker) can you bet whatever you want?

can you raise $25 if a person just bet $300 for example? or if you wanted to raise do you have to do it at least $300? could you raise $301?

is there an ante at all besides the blinds in no limit tourneys eventually?
