Clearly, we have one of three scenarios. A/ Powell was lying about the effectiveness of the sanctions and was trying to justify them; B/ Powell told the truth about the effectiveness of the sanctions and was lying a year later when he reversed his claim; or C/ Powell believed, in 2001, that the sanctions had been effective, but by 2002 had decided that they had been ineffective instead.
