Clinton should have gone to Iraq the first time Saddaam broke the cease-fire agreement. His bombastic rhetoric backed by a few missiles at empty office buildings showed Hussein that the US wasn't serious about the agreement, and led to way to his continual breach of the UN resolutions.
Gore wouldn't have invaded Iraq unless Lieberman had more influence on foreign policy than seems likely. He wouldn't have gone after the Taliban in Afghanistan either. With any tough decision, Gore's and Clinton's first instinct is to cover their ass. The UN is good for that, as the genocide in Africa showed in the 90's. Instead of Iraq building its democracy, under Gore we would still be yelping about the inspectors, Kofi Annan's son and other UN bigwigs would still be making millions under the fraudalent "Oil for Food" program, and Iraq would still be funding terrorism in the Middle East.
