The Motherboard manufacturer must have a device installed or have the capability to have a temperature device installed by or under the CPU that measures the heat. Unfortunately this depends upon your Motherboard manufacturer and not all manufacturer's include such a device. If your computer tells the temperature of your CPU as your booting up the computer more then likely you have one of these devices and can get a Desktop Management Interface-based Program either provided by your Motherboard manufacturer or possibly off of the web.
