It wouldn't be hard for the CR government to progressively chase all the business south of the border. Even just forcing operations here to get a Panama license, those operations may then decide to only hire new personnel in Panama.
BTW, does the Panama license actually buy you anything? I mean can you go to a Panama bank with the license and get services, or is the license just a matter of "give us some money and fuck you anyway"?

I have the feeling that its just something like 'we won't shut you down' thing. They don't really have much of a reputation as a gaming legislation but they are for sure not as tolerant with non-enforcing of their laws as we are here.
About master versus sub, if I recall correctly the deal here is that if you are a sub you have to use the same software platform of the master, in other words, you use your own stuff......you need a master.
