How do I set up a no limit hold'em poker tourny

with 2 tables up to maybe 10 at each table, probably less.
I am confused how to the blinds work. how much? small blind - big blind? who has to post them and when?
when would the 2 tables need to be merged?

and anything else that I might be forgeting

we have a weekly poker game, and i play online for play money. It is the details that i am not sure of.
