Cuba now allows players to leave and play internationally, but the player needs to agree to play for Cuba in international competitions and pay taxes on earnings from foreign clubs. However, the U.S. has a policy that requires players to be unblocked by a license form the Foreign Assets Control. As a result, a Cuban player needs to defect from Cuba in order to play in MLB. Furthermore, If they defect to the U.S., they must enter the player draft. As a result of that, they need defect to a non-U.S. country in order to become a free agent. Because of that, there's typically a shakedown which sometimes involves organized crime to complete the process.

It depends how well you can hit a curveball..........Reality is there are a lot more Mexicans than Cubans so that factors into it as well.

While asylum is true I'm guessing that offer wouldn't have been made if Cuba had the same population as Mexico.

the biggest disgrace regarding Cuban ball players that defect is they now all know how to circumvent the MLB draft. All they have to do is when they escape Cuba establish residence in another country, Mexico Bermuda Belize IT DOESNT MATTER WHERE. it only takes a few days and then when they do come to the USA they are now free agents and not tied to the MLB draft so they get tens of millions more then players born in America with similar skills that have to go through the draft and the restrictions of the MLB salary structure for rookies . EVERY SINGLE CUBAN DEFECTOR DOES THIS NOW SO IN EFFECT THEY HAVE MORE RIGHTS IN MLB THEN AMERICAN BORN PLAYERS. THIS LOOPHOLE NEEDS TO BE CLOSED.
