How are states allowed to sell list of licensed drivers to insurance companies

In NJ I was using a PMB on my drivers license. Due to DMV offices being closed they allowed you to renew license from your home and they used existing photo from the previous license. It specifically said on the renewal form that you could no longer use a box and had to provide a physical address on the license. I then changed my license to reflect that. Since that time I have been inundated with junk mail from auto insurance companies. I know they buy the list of licensed drivers from the state. They are not pulling this off the credit bureau reports. If you ever get a moving violation you will get a dozen letters from lawyers offering to represent you in traffic court. Apparently that too is public information and lawyers get if from the township where the violation occurred. Naturally no where on the State of NJ website is there a place where you can request they don't sell your address to insurance companies. It's a secret source of revenue for the state. This isn't junk mail with no name on it and just your address. Your name is listed. Of every insurance company I called not one has an extension to remove your name and address. You have to speak to insurance agents to get your name off the list. They have all these privacy statutes that credit card companies send you when they change their policy but insurance companies can buy and sell your address to anyone they want. Don't even get me started on Medicare plans which they bombard your box with every year during the open enrollment period. How would they know my home address when Social Security and Medicare only have my private box address. One of the reasons I pay for private box is so I have all my important mail sent there. Wait till you have an important document sent to you and it ends up being placed in the middle of a supermarket circular and you toss it in the trash.
