I think he's trying to use leverage to get NE to make some much needed upgrades but their issue hasn't really been lack of aggression on that front. It has been lack of evaluation. The moves just haven't worked out....Spending a 1st on a RB in Michel (instrumental in SB win but still just a avg player at fungible position), Harry 1st rd WR last year didn't look good. Sanu I think can be good but he got hurt right after they got him and he's never been a world beater, they gaveup a 2nd for him which was a lot at the time. No one questioned it because it was Belichick. Generational talent TE retiring and elite slot receiver getting older hasn't helped either.
But yeah, not sure how much leverage he has. The reports are NE/TB but I still think LAChargers make a lot of sense. Brady is the only way they could even come close to getting decent attendance at the new stadium next year and the team is 1 year removed from 12-4. And Rivers was miserable last year.
