Agreed it should be no action. My local graded it loss, and his pph rules clearly state it is a loss. I was shocked, to me it's like grading an over a loss in a baseball rainout.
The true test to me is, if I had bet him to miss the cut would it have been graded a win? I'm sure no.

Had wagered DJ at the Westgate before the Masters where he hurt his ankle a couple days before the start of the tournament. No refund..
I've never seen a book refund a non-starter for a bet to win the tournament, so that's perfectly normal. What's not normal is those bets taken either h2h or to finish inside a specific number, those are always refunded.
btw for golf bettors FanDuel just started doing a "To Win" market without the top 5 lowest odds. For example JT was 28/1 against full field but still a juicy 21/1 to win without DJ, Rahm, Xman, Morikawa, and Spieth. I expect they will keep that prop going throughout the playoffs
