A Former criminal/Gangster turned community activist in Baltimore has proposed a plan to stop Baltimore's staggering BLACK on BLACK crime ( murders ) ...... pay blacks not to kill other blacks

Tyree Moorehead was 15 when he was convicted of 2nd degree murder , he has since become a community activist in Baltimore & says the city should start paying blacks NOT to kill / murder other blacks
