Mayor Stephanie Rawlings-Blake asked the Justice Department on Wednesday to conduct a full-scale civil rights investigation into the pattern and practices of the Baltimore Police Department — a probe that would examine excessive force, discriminatory harassment, false arrests, and unlawful stops, searches or arrests.

"We all know that Baltimore continues to have a fractured relationship between the police and the community," Rawlings-Blake said. "I'm willing to do what it takes to reform my department."

Translation:

I’m incompetent, so to deflect attention from myself I’m going to throw my police department under the bus, I hope.

Who knew Stephanie Rawlings-Blake and Bill de Blasio had anything in common other then being Democrat Mayors?

An attorney for Lt. Brian Rice said his client's information was also entered incorrectly when prosecutors filed charges, but declined further comment.
On Friday evening, Tammy and Brian Rice of Brunswick, Md. said they were receiving multiple calls from reporters looking for the lieutenant. Brian Rice of Brunswick is a plumber, they said.

When she declared Freddy Gray's arrest "illegal" she was just making shit up

While Mosby said Friday that the officers had made an illegal arrest because a knife Gray was carrying was not a "switchblade," a violation of state law, the police task force studied the knife and determined it was "spring-assisted," which does violate a Baltimore code.

Apparently she also doesn't understand that whether or not the knife was legal under Maryland law is irrelevant to the fact that it is illegal in Baltimore. She also can't grasp that even if the knife was legal in Baltimore, it isn't relevant to probable cause.

This woman is not that bright and this trial will be a shit show.

Baltimore police officer, the first of six officers to receive a verdict in the case, found not guilty of assault, reckless endangerment and misconduct in office







A judge found a Baltimore police officer not guilty on all of the charges against him for his involvement in the death of Freddie Gray. Officer Edward Nero is the first of six officers charged to receive a verdict since Gray’s death sparked uprising in the city more than a year ago.



Gray, a 25-year-old African American man, died a week after his arrest from injuries he sustained in police custody, setting off weeks of protest, followed by a riot, a state of emergency, and a curfew.



Judge Barry Williams ruled Monday that Nero was not guilty of assault, reckless endangerment, or misconduct in office.


Nero was one of the two officers who arrested Gray. A video recording of the initial encounter with Nero and fellow officer Garrett Miller that went viral after Gray’s death shows Gray screaming with his legs twisted up as he is dragged to the police van.



Nero and Miller arrested Gray after Lt. Brian Rice claimed that Gray fled upon seeing police and called in a foot chase. Gray’s best friend, who was with him that morning, testified that Gray ran just before seeing the police and was not running from them. When Nero and Miller stopped Gray they still didn’t know why their lieutenant ordered them to chase Gray.



Prosecutors charged Nero with assault based on a novel legal theory that Nero committed a crime when he arrested Gray without meeting the legal standard of probable cause. Because the arrest was illegal, they reasoned, any contact with Gray after that was assaultive. They also argued that even if it was Miller and not Nero who initially detained and arrested Gray that Nero was still responsible as an accomplice.



Judge Williams peppered the prosecutors with skeptical questions about this theory during the trial

“You’re saying here in this court that if there’s an arrest and there isn’t probable cause, it is a crime?” Williams repeatedly asked prosecutors.

Nero was also charged with reckless endangerment, for helping load Gray onto the floor of the police van in handcuffs and shackles without hooking his seatbelt. The medical examiner ruled that Gray died due to a catastrophic spinal injury that occurred in the van. Numerous police witnesses testified that it is the van driver’s responsibility to hook the seat belt. Caesar Goodson, who was driving the van that allegedly killed Gray, is the next officer to stand trial.


Though the state argued that failing to follow a police department general order constitutes misconduct in office, Williams seems to have accepted a stricter standard of the law, which requires an element of “corruption” in order to make such a failure criminal.

Prosecutors had argued that Nero committed an assault by detaining Gray without justification, while the reckless endangerment charge related to Nero's role in putting Gray into an arrest wagon without buckling a seat belt. In closing arguments Thursday, Williams had skeptically questioned prosecutors about their theory of assault, which legal experts said was unprecedented.

Williams said there were "no credible facts" to show that Nero was directly involved in Gray's arrest, and said testimony showed Nero's role in putting Gray in the van was minimized by the actions of others and not unreasonable given his training.

He was a drug involved person.

The reports are he was a drug addict and a street level dealer.


His interactions with police escalated over the years because of his narcotics involvement.

This needs spotlighting.


Baltimore does have a serious drug problem, maybe the Heroin capital of the world according to the Discovery channel.

On September 8, 2015, Mayor Stephanie Rawlings-Blake announced that the city had reached a $6.4 million settlement with Gray's family. Rawlings-Blake said the settlement “should not be interpreted as a judgment on the guilt or innocence of the officers facing trial", but had been negotiated to avoid "costly and protracted litigation that would only make it more difficult for our city to heal".
