frank ,I was online playing PAI GAI,and the deck used one JOKER ,but I noticed that the Joker would NOT always substitute as a wild card only on some occasions! Do you know why?
I am not that familiar with the game ,But I know sometimes it was used as wild and sometimes not.

Only played PAI GAI for small $$ just to try it years ago...

The Joker can fill-out a str or flush... Not sure about 3-Kind or higher matches like fullhouse.

BUT!! Someone will answer you soon

the joker can be used to finish a strait, a flush, or can be used as an ace.

Mr. Keeper.

If you happen to be in California I would love to give you lessons in the ancient Chinese game of Pai Gow- The game originated with a tiles version but that became too difficult for the simpletons out here so a game that utilizes a standard 52 card deck along with a joker became the norm. The joker can used as a Ace in your hand, or to fill out a straight or a flush. If you happen to make it to the Bicycle Club try the Dragon Room for some action. At Hollywood Park the Golden Horse is where it's at. And at Commerce it is the Gold Circle. Don't forget that the banker wins all tie hands, thus giving the house a slightly better than a 4% advantage.
