Basically the idea is that you know a good friend who is a local who is still handwriting, or uses a sub-par "pay per head" platform and you convince him to switch to a better platform(at a better price) and you earn off every single player he has.

You make a deal in advance with the book that ensures you will a small earn off his head count. For example he is currently paying $15 per player for his current (and probably inferior) "price per head service" you broker him a deal where he now gets $12 on a superior service which not only saves him a few hundred a week but also makes him more money via higher hold percentages or more betting options. meanwhile you sit back and earn a few bucks per player yourself without him ever knowing. Nobody gets hurt, you helped a friend and now you are raking in tons of cash.

Anybody ever dabble in the brokering biz? Anybody interested in starting?

Brokering deals is far from poaching sweetheart. If you live and wager in the states you probably know some locals. Why not make an earn if you can? You'd be crazy not to.

Are you worried you may lose some clients because your shop is sub-par?
