Tony Blair conceded today that a European Union donation to help fight Aids, TB and malaria would fall short of the $1bn (£600m) pledged by the United States.
The prime minister had made a joint call with French president Jacques Chirac for the EU to match America's commitment to the UN's Global Health Fund, set up to fight the three killer diseases.

But speaking at the EU summit in Greece, he said the smaller of the 15 existing EU members and 10 countries joining next year were not prepared to commit the money for 2004 because of "budget problems".

Rock stars Bono and Sir Bob Geldof, who are behind Data, an organisation that campaigns on issues affecting Africa, have called for the EU to met the US pledge.

Mr Blair said he "totally agreed" with them, adding: "I would like us to commit to matching the $1bn."

But he said: "We have got 25 countries sitting around the table and the decision has got to be unanimous. We may find that some countries, because of their budget problems, aren't prepared to commit to that.

"Britain's commitment to the Global Health Fund has been increased significantly, and also obviously we've got our own Aids programme, bilateral Aids programme, that amounts to hundreds of millions of pounds a year.

"Our own commitment from Britain is very, very clear, and Britain and France would like the European Union here to commit to matching the US completely with $1bn.

"At least if we keep the door open by saying 'up to a billion dollars', then it's a significant advance on what was actually expected."

Mr Blair and Mr Chirac made their appeal this week in a joint letter to Greek prime minister Costas Simitis, who is chairing the summit at Porto Carras.

They urged the EU to make a "secure and predictable financing basis" for the fund, which aims to make more drugs and other products available for the prevention and treatment of Aids, TB and malaria in the world's poorest countries, mainly in sub-Saharan Africa.

Lucy Matthew, director of Data Europe, said: "Europe's leaders don't want America to dictate the world's agenda, but they're unwilling to pay the price of leadership themselves on this. They can't accept the sheer gravity of the Aids emergency because collectively they don't want to pay the bill.

"Jacques Chirac and Tony Blair have worked hard to force this issue onto the summit agenda, but the cheque is still due. To address the Aids crisis and get the $1bn on offer from the US, the global fund needs at least $1bn from Europe for next year. Europe must come up with this money by the July Aids conference in Paris."

where was the usa and their money when saddam was using chemical weapons on his own people?- it was okay saddam was fighting iran


where was usa and their money when the sheites wanted to overthrow saddam after the gulf war? thousands of sheites were murdered while usa watched

So you're saying we should have continued the first Gulf War to free the Iraqis from Saddam's rule......the same thing you've been criticizing the US for doing the 2nd time around. Which is it?
According to the "die America die" crowd we should have turned a blind eye to the actions of Saddam.
By the way, you are 100% wrong about what happened after Gulf War I. Learn a little modern history before you start ranting about something you are ignorant about. Go back and check what nations opposed us in the UN from further involvement in Iraq's affairs. (Surprise....France)
So you complain if we do nothing, but call us criminals when we do intervene. That's a funny way of thinking. It also proves that you are anything but genuine in your "compassion" for the Iraqi people and have your own agenda working in the background.

But what does this have to do with the topic I posted? Nothing at all. Got anything useful to say about that? I doubt that you do. It's a pretty rare thing to find a leftie who is capable of having anything that comes close an intelligent debate. Maybe JackDee or Grantt can pop in here and post some cartoons to help you out.

i guess my statement was confusing under this thread

im just very alarmed about the inconsistancy and objective of this administrations foriegn policy

1- yes i agree in the gulf war like all the countris when iraq invaded kurwait. yes i believed they should of overthrown saddam then at that time because there was a reason, not 10 years later. alot of sheites were murdered.i dont give a damn about france.dont you agree saddam should of been taken care of 10 years ago when there was a rightful reason.do you actually believe we are there now just to free iraqs people .do you believe iraq wants us to stay and occupy and build a democrasy govt there. ive lived in this country for 30 years(im 30 years old)and ive been accepting the fact that other people because of their religion or custum dont want a life like mine or ours.hard to believe but all they know is oppression and they want to live like that.

what i was trying to say is we have to be consistant with our policy. you cant go after saddam 10 years later because of 9-11. go after binladen the killers.

there are alqaeda members in syria and saudi arabia that murdered 3000 people in 911 RIGHT NOW!! WHERE ARE THE TROOPS??

what the fuvk does invasion of iraq have to do with this? the administration has blinded you and 75% of the people believeing they caused 911

you think im passive or not militeristic, but youre wrong . i want the special force troops inside pakistan, saudie arabia,& syria after these alqaeda members killers. why ? we have complete proof,justification they did this.

It makes the US feel much better giving money to them after having brought about and/or stimulating the region for such a catastrophe to happen.

I suppose that since you didn't make it past the 6th grade, you have no clue about the European/African historical relationships and problems.
