If it were up to me the driving age would be 21 with all these crazy kids driving around thinking they are Fast and Furious.

Most the Fast and Furious road racers I've seen (and/or had the bad experience of being a passenger with) are well into the mid-to-late 20s or better.

The thing about a 16-year-old behind the wheel is that they are scared stiff to scratch Daddy's car less it be taken away, or scratching their own newly bought car and losing their probational license. One major mishap and either parents or State take away license and they are grounded for life... makes one a bit more cautious.

Of course commenting without yourself having ever experienced that is... well... I won't say the common expression about from where you are talking.

there is a legal process called emancipation

Which completely defeats the purpose -- teaching your children to drive while you are both legally responsible for them and have legal control over them.

Once they turn 18 the most control you have is to make them buy their own car. So basically Ticos learn to drive without any parental supervision or control.

UNLESS I can indeed get a learner's permit for my 16-year-old son, which was my question.

I can only speak for myself but the way I learned to 'drive' was simply to go with my dad several saturday/sunday mornings (low traffic) first on empty streets / then on to low traffic and finally into the rotondas,as for the 'legality' of it.........sure enough , tricky, you having an Eagle on your passport it makes sense to find about the legalities of the whole thing, my dad would probably just get out of any possible trouble by just explaining although with the new draconian law who knows .......)

as to the learning process in the US, I will just say that obviously its light years ahead. At least we don't have four way stops <><>

The problem is more the fact that they are never taught to drive properly, just given the keys to mommy or daddys car, with zero experience or supervision. I guess mommy and daddy hope to god that their now 18 year old son/daughter doesn't kill themselves.

I think there is a possibility that Tico's could improve their driving capabilities. However drastic measures would need to be taken to educate people how they are really supposed to drive and provide leaner licenses... That would be a big step moving forward. Then they would need to change the mentality of the drivers that already have their license.

EDIT: Seems like a long shot lol :p

You have rotundas here, which were supposed to be put in as temporary solution. They should have been removed years ago. That doesn't matter because no one here was taught how to properly drive around one.

The actual story is more like this

In the 60s some presidents/politicans went to Europe and saw their rotondas (they are quite common in the UK/Ireland those are fun.....I wonder how I didnt kill anyone LOL)

anyway

they saw them and decided to put them here

they have a 'traffic capacity' of say 30k cars (I am making the number up)

they begun building them and putting them in place in the early 80s (or so) and by then the amount of cars was already 2x the max that they can handle

and by the time they were all in place, it was time to do the overpass/underpass etc :laugh:

For the record I drove pretty fast and reckless when I was 16. Than it just got old. Its always good to do the speed limit when your smoking a fat el too.

Most people I know where already driving at 14 and 15. By the time they where old enough. Some already had DUI's and other car related charges. 1 even made the front page at age 15 for a huge 30 min high speed chase and which 2 of the 5 people where never caught. He even dragged a light poll 100 yards after he finally hit it going 80. every body else ran. Boy those where the good ol days...

Actually I had asked a few taxis and they all said the same thing. The inner lane is eligible to turn off at any of the exits where there are the same number of lanes existing as there are around the circle. If you are on the outer lane you are only allowed to take the first or second exit until you are required to exit. Honestly that is the most retarded thing i've ever heard or seen but whatever.

In most places, inner lane is designed for circling to your exit, where the outer lane is for actually exiting.

Inner lane can go straight (180 degrees), left (270 degrees) or U-turn (360 degrees), always into the left lane; and cannot turn right.

Outer lane can go right (90 degrees) or straight (180 degrees), always into the right lane; and cannot turn left nor U-turn.

Middle-lane, if exists, goes straight only, into the middle-lane.

You cannot change lanes in the Rotunda except to exit.

That's actually one of the few road rules in that stupid driver's ed booklet.
